POC Contract Specialist, 541-465-6506 A project to construct the Middle
Fork Ranger District Office on the Willamette National Forest, Middle
Fork Ranger District, Lane County, Oregon. Proposals will be evaluated
according to the criteria and relative weights stated below. Proposals
shall be prepared in accordance with instructions contained within
Section L. (a) Technical Evaluation Criteria (1) PAST PERFORMANCE,
Total Points: 100. Firms lacking past performance record (e.g., new
firms or those with no relevant experience within their organization)
will be treated as an unknown performance risk, receiving a neutral
score in this criterion. A neutral score will be established as the
average of all other competing offerors, or the average of the total
score available, whichever is less. (i) Quality of Services:
Demonstrated ability to perform services in accordance with contract
specifications. Conformance to good standards of workmanship. Points:
20. (ii) Customer Satisfaction: Satisfaction of end users with the
contractor's completed products and services. Points: 20. (iii) Cost
Control: Ability to complete contracts within budget (at or below);
reasonableness of price change proposals submitted; providing current,
accurate, and complete billings. Points: 20. (iv) Business Relations:
Effective management, ability to manage projects involving
subcontracts, working relationship with the Contracting Officer and
technical representatives, reasonablecooperative behavior, flexibility,
effective contractor recommended solutions, businesslike concern for
Government's interests. Points: 20. (v) Timeliness of Performance:
Compliance with delivery schedules; reliability; responsiveness to
technical direction; responsiveness to exchange of documents; and no
assessment of liquidated damages. Points: 20. (2) SCHEDULE OF WORK
Total Points: 75. (i) Ability to meet performance schedules. Realism
and reasonableness of proposed schedule. Points: 40. (ii) Ability to
exceed the contract performance schedule of 270 calendar days. (b)
CostPrice Evaluation Criterion. This criterion will include
consideration of cost information provided to support item prices
entered in Section B, Schedule of Items. It is the Government's intent
to assess the pricecost breakdown to determine (1) reasonableness, and
(2) offerors understanding of the work and ability to perform the
contract. In addition, offerors should note that the time for
performance of the work is negotiable, and a proposal which offers a
lower price will be rated higher than a comparable price proposal with
a shorter performance period, i.e., lower price is more important than
shorter performance period. All evaluation factors combined are
approximately equal to cost or price. The critical factor in making any
costtechnical trade-off is not the spread between the technical scores,
but rather what is the significance of that difference. The
significance of the spread in scores will be determined on the basis of
what that difference might mean in terms of performance and what it
would cost the Government to take advantage of it. Estimated start work
date is July 15, 1999. Contract performance time is 270 calendar days.
Government's estimate is between $1,000,000 and $5,000,000. This
