of Communications is seeking vendor(s) to assist with coporate
positioning and a graphic identify package applicable to print an
electronic media. The Office of Communications is located at 1800 F
Street, NW., Rm 6002, Washington, DC 20405. The contractor will provide
the necessary management,supervision, staffing, materials and equipment
necessary in the performance of the contracts resulting from this
solicitation, except for items specifically referenced as furnished by
GSA. Potential contractors will be reqired to clearly label
reponses(s) as Part 1 and/or Part 2. Under Part 1 (Positioning and
Rollout) the contractor will help GSA to: Achieve an appropriate
positioning statement for the agencyc, as a whole, test and validate
the positioning statement with employees and customers, create one or
more slogans or tag lines, Create messages consistent with the
positioning statement and Develop a rollout plan. Under Part 2 (Graphic
Identify Package) the contractor will help GSA to: Review a selection
of print materials, videos and websites, develop a corporate "look" for
GSA visual materials, Determine categories for GSA visual materials,
design a format for each type of product, and Review the GSA seal and
logos in use by the agency. Contractors may respond to only one and/or
both of the above requirements. The The Request for Quotation wil be
evaluated on the Trade-Off basis for each and/or both of parts, based
on responses to the following in order to precedence: (a) Technical
Understanding, (b) Experience/past performance, (c) References, (d)
Professional Staff, (e) Timeline and (f) Price. Therefore, a technical
proposal will be required. The anticipated period of performance for
this solicitation will be from date of award to September 30, 1999. The
reference number for this RFQ is RFQ-CARR-99-MCI-0003. Firms requesting
a solicitation package must state the reference number. The closing
date for receipt of quotations is 2:30 pm, Eastern Time, June 11, 1999.
Quotations received after the closing date and time will not be
accepted by the government. Facsimile requests will be accepted on
