R -- EXAMINE KEY ISSUES FOR REAUTHORIZATION OF THE RYAN WHITE CARE ACT SOL HRSA-99-HAB-A62647 DUE 052799 POC Aileen Broider-301-443-5231 The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Julia Hidalgo, 115 Gibson Road, Annapolis, Maryland 21401. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to assist the HIV/AIDS Bureau (HAB) of HRSA to examine key issues for reauthorization of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. The contractor shall identify effective policies and practices used by HAB and CARE Act grantees/subgrantees to include minorities in planning, resource allocation and services findings. The contractor shall: prepare a structured consultation form to be used to consult with a set of minority provides in four sites; arrange and conduct four on-site consultations with five to ten minority provider representatives and key local and State CARE Act grantees and/or subgrantees; convene a panel of minority providers toreview the findings of the project and make recommendations to HAB regarding policies and procedures; prepare a policy paper summarizing the project findings and recommendations to HRSA that are relevant to planning for the reauthorization of the CARE Act; and attend two meetings sponsored by HRSA to coordinate activities and collaborate on crosscutting issues. Julia Hidalgo is deemed the only responsible source capable of providing the required work and services. The period of performance is fourteen weeks.
