intends to negotiate a cost plus fixed fee, completion type, contract
with a nine month base effort and two option efforts of one year each.
The U.S. Navy does not currently implement laser warning on large
surface ships due to the difficulty in detecting laser emissions over
a large extended area. The objective of the Shipboard Laser Acquisition
System (SBLAS) is to develop advanced concepts and critical
electro-optical (EO) technology to detect and precisely characterize
laser threat systems for the U. S. Department of Defense (DOD) tactical
deployment platforms. This effort will advance the state-of-the-art in
laser detection and warning capabilities. This contract involves
developing and refining laser warning system designs. The SBLAS system
shall be a high sensitivity, wide dynamic range detection system that
will detect the scatter of laser radiation in the atmosphere with a
single, compact sensor and precisely locate the origin of the laser
emissions. The base effort willrequire the delivery of a preliminary
design, option one will require a detailed design and option two the
delivery of a tested prototype. Solicitation Document to be issued on
