mohn@fetc.doe.gov. DESC: This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
13.5, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation number 992U01208 is issued as a Request for Quote
(RFQ). Proposals are due June 1, 1999. This requirement is being issued
as a Request for Quotation using Simplified Acquisition Procedures. The
following item is to be purchased by the U.S. Department of Energy's
Federal Energy Technology Center (FETC), Pittsburgh, PA and is to be
shipped to our site located in Morgantown, WV. A Princeton Instruments
PentaMax 512 EFT Intensified CCD Camera system or equivalent. The
instrument listed above must meet or exceed the following
specifications. Only responses that meet these specifications will be
accepted. Specifications for HIGH SPEED, GATED, INTENSIFIED DIGITAL
IMAGINGSYSTEM WITH SOFTWARE AND HARDWARE: *Low noise, digital,
Scientific Grade 1 (EEV 37) CCD type with 512 X 512 minimum pixels;
*Camera head is ready for attaching lens with c-mount base; *System
capable for high speed gating, to 5 nano-second minimum, and external
trigger capability; *System should have 2 complete analog channels
including separate A/D converters to provide optimum signal to noise
ratios for both 1 Mhz (i.e. 1 million pixels per second), minimum, at
low speed, and 5 Mhz or higher readout at high speed mode. Readout
noise should not exceed 10 electrons at 50 kHz, and 18 electrons at 1
Mhz; *The image produced by and downloaded from the camera must be 12
bit or higher resolution; *Image data should be able to transfer
directly to PC memory via high-speed link software and hardware
provided by vendor; *The camera should include a built-in
thermoelectric cooling device that will cool the CCD to at least minus
20C (minus 4F) with air coolant; *The camera should have an 18 mm, Gen
II, S20 intensifierwith a spectral range of 190-1080 nm; *Intensifier
should be fiber optic coupled to the Ccd with maximum reduction of 1.5;
*System should support binning and sub-region readout modes: frame
rates at 5 Mhz should be at least 15 frames/sec without binning, 29
frames/sec with 2 x 2 binning, 52 frames/sec with 4 x 4 binning, 85
frames/sec with 8 x 8 binning, 125 frames/sec with 16 x 16 binning, and
160 frames/sec with 32 x 32 binning; *HIGH VOLTAGE SUPPLY (applicable
if the camera/controller requires high voltage for gating purpose):
*The high voltage supply must be compatible to Princeton Instruments'
MCP-100 or equivalent. It must be able to install inside a Princeton
Instruments' Programmable Gate Pulse Generator PG-200 or FG-100; *High
voltage connectors with safety interlock must be provided; *It must be
able to gate the camera in item one; *SOFTWARE & PC INTERFACE HARDWARE;
*All interface software and hardware for PC must be Windows TM98 and
IntelR PII compatible; *All PC hardware (i.e. manuals, interface cable,
interface card) must be included and *Software must come on either
CD-ROM or 3-1/2" diskettes with manual.. SUBMITTAL: Vendors who respond
to this synopsis/solicitation must meet the specifications without
exception. DELIVERY: Equipment must be received no later than July 15,
1999 and FOB Destination is required (all freight included). ALL
INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION:
Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS);
remit to address if different; and business size. EVALUATION: The
following factors shall be used to evaluate offers in order or
precedence: Technical compliance with the specifications of this RFQ
and cost. 52.212-3, Offeror Representation and Certifications --
Commercial Items; and 52.212-4, Contract Terms and Conditions.
