research to determine potential sources. The Automated Message Handling
System (AMHS) Program Office wishes to identify potential contacts for
the sustainment of the AMHS to include possible additional site
deployments for the intelligence community. The Government requires the
following AMHS services be provided to the intelligence community with
absolutely no mission degradation or disruption of services during the
transition: 1) Sustainment of the existing base of AMHS systems that
have already been deployed to 25 operational sites throughout the
intelligence community, including hotline and onsite troubleshooting of
hardware/software/communications problems, developing fixes to Problem
Reports (PRs) and Change Requests (CRs), implementation of new
Commercial off-the-Shelf (COTS) upgrades, and testing new minor/major
releases prior to fielding; 2) Transition of the AMHS to the Defense
Message System (DMS) X.400/X.500 standards, formats and protocols,
includinginterface to DMS via the Domain Fortezza Gateway; and 3)
Deployment of systems to new sites, including site surveys,
hardware/software installation, Onsite Acceptance Testing, Security
Accreditation Testing, and training. The intent of this sources sought
is to identify potential contractors. Sources interested shall submit
a qualification package that shall not exceed ten (10) one-sided pages
including attachments. Interested sources shall respond by indicating
their ability to meet the following screening criteria: 1) Have
sufficient staff personnel (a minimum of 25) with Top Secret/Secret
Compartmental Information (TS/SCI) clearances in the engineering areas
of hardware, software, communications, and training which are
available to support this effort on a full-time basis at the time of
contract award; 2) Experience with the COTS products embedded in the
AMHS, specifically Verity's web-based search engine, Compaq's Tru64
UNIX operating system (formerly DUX), Compaq's Alphaserver hardware
architecture, andthe Air Combat Command (ACC) communications interface
unit; 3) Experience with web-based Java applications/applet
development; 4) Ability to provide technical and engineering support to
25+ worldwide operational sites with up to 15,000 users, including a
24-hour technical hotline and the capability to troubleshoot onsite; 5)
Experience with AUTODIN messaging and communications systems, including
Communications System Processor/CSP Message Interface (CSP/CMI) and
Newsdealer; 6) Experience with DODIIS community architecture and
networking standards; 7) Experience developing and integrating systems
with the Defense Message System (DMS) X.400/X.500 standards, formats
and protocols, including an interface to DMS through a Domain Fortezza
Gateway (DFG); 8) Ability to deploy up to seven (7) new systems per
year, including installation, test, and accreditation; 9) Experience
providing onsite training to system administrators, profile
administrators, information system security officers, and end-users in
a TS/SCI environment; 10) Experience with system security engineering
of TS/SCI systems, including auditing, labeling and bannering
requirements; 11) Experience with the intelligence community and a
demonstrated understanding of the intelligence mission and
requirements. An Ombudsman has been appointed to address concerns from
interested firms during this phase of the acquisition. The Ombudsman
does not diminish the authority of the program director or contracting
officer, but communicates contractor concerns, issues, disagreements,
and recommendations to the appropriate Government official. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of responses, source selection, or formulation of
acquisition strategy. The Electronic Systems Center's Ombudsman is

377-5106. The Ombudsman should be contacted only with issues or
problems that have been brought previously to the attention of the
program manager and/or contracting officer and could not be resolved
satisfactorily at that level. Interested offerors who respond will be
evaluated against the above screening criteria. In accordance with FAR
6.302-6, foreign participation on this contract as prime contractor is
not authorized. Responses must be received no later than 26MAY99.

restrict the Government as to the ultimate acquisition approach. The
