and Development Announcement (PRDA) No. MNK-99-0008, fo r the Fuze
Air-to-Surface Technology (FAST) program is contemplated for release
within 30 days. A Sources Sought Synopsis, No. MNK-99-012, was
published in the CBD in January 1999. The objective of this program
will be to design an affordab le fuze sensor that can operate in a tail
mounted configuration on guided weapon platforms that may or may not
employ a nose mounted seeker. The design goals fo r this program are as
follows: a) a tail mounted fuze sensor that will not inter fere with
the use of nose mounted guidance concepts, b) a fuze sensor that can d
etermine its correct, preset height-of-burst (HOB) above ground
contour regardle ss of target structure and background, c) a fuze
sensor with selectable HOBs up to 20 meters that can be programmed
through the weapon data bus d) a fuze sensor that can operate in weapon
systems with closing velocities from 50-2500 meters/ second, e) a fuze
sensor that! provide a near surface burst (NSB ) mode that will
detonate the weapon just prior to the warhead impacting the gro und, f)
a fuze sensor that will provide real-time closing velocity to tail
mount ed penetration fuzes, and g) a fuze sensor that can provide HOB
signal, NSB sign al, and/or closing velocity signal to tail mounted
fuzes on unitary weapons. An end goal of this program is a robust fuze
sensor design with less than 0.5 meter error in determining its
correct, preset height of burst above the ground conto ur, regardless
of target structure and background. The Government is contemplati ng a
Cost Plus Fixed Fee contract. The estimated performance period of this
effo rt is 30 months. An Ombudsman has been appointed to hear serious
concerns from o fferors or potential offerors during the proposal
development phase of this acqu isition. Routine or administrative
questions should be directed to the Contracti ng Officer or Program
Manager. The Ombudsman does not diminish the authority of the program
director or contr! acting officer,but communicates c ontractor
concerns, issues, disagreements, and recommendations to the appropriat
e Government personnel. When requested, the Ombudsman shall maintain
strict conf identiality as to the source of the concern. Potential
