SOUGHT FOR SS-24 SOLID PROELLLANT DISPOSITION, POC David Staudt,

Officer, (703) 326-8506. The Defense Threat Reduction Agency (DTRA)
will not issue a solicitation as a result of this synopsis. DTRA is
seeking capability statements/qualification packages from organizations
possessing the capability to undertake the removal of solid propellant
from approximately 54 SS-24 ICBMs in Ukraine and convert the removed
propellant into commercial explosives (emulsion and water gel) suitable
for use in the Ukrainian mining industry. The 54 missiles will already
be disassembled into Loaded Motor Cases (LMCs) ready for removal
processing and stored at the Pavlograd Chemical Plant, where it is
anticipated that all work will be conducted. Interested parties are
requested to provide by 15 June 1999: (1) details of available project
managers and management capable of performing this work, (2) a
description of the technical approach proposed to complete this work.
The technical approach for the propellant removal process must be a
demonstrated technology capable of safely recovering sensitive, aged,
1.1 class material from all three stages of the SS-24 missile. The
propellant recycling process must be a demonstrated technology capable
of converting all of the residues from the removal process into
commercial mining explosive products with similar handling, storage,
and use characteristics to products currently in use in Ukraine; (3) an
estimated cost and time to design, fabricate, and install the equipment
required to accomplish this work; (4) a description of the company, its
resources, and core business areas; (5) a description of prior work
within the last five years of a similar nature; (6) and the technology
must be licensable and exportable. Two Ukrainian companies will be
required partners in this effort; they include the Pavlograd Chemical
