E-MAIL: bnevius@spk.usace.army.mil, bnevius@spk.usace.army.mil. PROJECT TITLE. Child Development Center, Fort Irwin, CA. This proposed contract is Unrestricted. JOB DESCRIPTION. The project consists of the Design and construction of a permanent Child Development Center (303 Child Capacity) and related facilities to accommodate the needs of military dependents supporting the National Training Center (NTC) and Fort Irwin. The facility is comprised of a concrete foundation system (spread footings), a concrete floor, a reinforced split-face concrete masonry unit (CMU) exterior facade, and a standing seam metal roof supported by steel open web joists and beams. The project scope consists of approximately 2,233m2 (24,036SF) and Contractor Furnished/Contractor Installed (CF/CI) equipment (i.e., Industrial type washers and dryers, Kitchen equipment, playground equipment). Supporting facilities consist of utilities, electric service, HVAC, exterior lighting, fire protection and alarm system, landscaping, paving, walks, curbs and gutters, parking for POV's, handicap acceessibility, information systems, and all other related support features. This project is a design/build procurement so the contractor is required to finalize the design before construction begins. SIC CODE. This procurement will be conducted under SIC code: 1542. The size standard for this SIC code is: $17.0M. DESIGN/BUILD: This is a design/build project; the offeror chosen will complete the design and construct the facility. REQUEST FOR PROPOSAL. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of firm that represents the best value to the Government. Large businesses bidding on this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 62.0% for small business, 10% for small disadvantaged business, and 5% for small business/woman-owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Estimated cost is between $1,000,000.00 and $5,000,000.00.
