1999, this office will issue Invitation for Bids for the construction
of MULTI-PURPOSE MACHINE GUN RANGE, FORT McCOY, WI . Bids will be
opened on or about 24 June 1999. This solicitation is unrestricted and
open to both large and small business participation. Contractors
interested in inspecting the site of the proposed work should contact
the Fort McCoy Resident Engineer, U.S. Army Corps of Engineers, 1243
South 10th Avenue, Fort McCoy, WI 54656-5118, Telephone: (608)
388-4780/4781. FAX (608) 388-4784. DO NOT submit requests for plans and
specifications to the site visit personnel listed above. See "Ordering"
below. The work will include the following: (Approx. quantities) The
Multi-Purpose Machine Gun Range will consist of the following out
buildings: Control Tower (25 sq. meters), Operations/Storage Building
(72 sq. meters), General Instruction Building (72 sq. meters), Bleacher
Enclosure, Ammo Breakdown Building (11 sq. meters), Latrine (32 sq.
meters), Covered Mess (72 sq. meters), and AMTC Track (350 meters
long). Building materials are generally the same for all support
buildings with floors consisting of reinforced concrete except the AMTC
Track which is gravel; walls are reinforced insulated CMU. Roofs for
the Bleacher Enclosure and AMTC Track are uninsulated standing seam
metal panels while all other facilities are wood framed with
pre-finished standing seam metal roofing. A Septic Tank System will be
required under this contract. HVAC will be provided by packaged
terminal heat pumps, with gas fired unit heaters used in some areas
with mechanical ventilation. The General Instruction Building will use
a gas furnace. Electrical work requires secondary 240V power, target
data cables, lightning protection, and communications. Clearing and
grubbing, demolition, parking and access roads (crushed rock), and site
drainage will also be included in this contract. The estimated
construction cost of this project is between $1,000,000 and $2,500,000.
Contractor's Quality Control will be a requirement in this contract.
Large business concerns submitting bids for services exceeding $500,000
or for construction exceeding $1,000,000, shall comply with Federal
Acquisition Regulation 52.219-9 regarding the requirement for a
subcontracting plan. The U.S. Army Corps of Engineers considers the
following goals reasonable and achievable for fiscal year 1999: (a)
Small Business: 61.2% of planned subcontracting dollars. (b) Small
Disadvantaged Business: 9.1% of planned subcontracting dollars. (c)
Women Owned Small Business: 4.5% of planned subcontracting dollars. The
Contractor will be required to commence work within 10 days after
notice to proceed and complete the 360 calendar days after receipt of
Notice to Proceed. Provisions will be included for liquidated damages
in case of failure to complete the work in the time allowed.
Performance and payment bonds will be required. The plans and
specifications are available on Compact Disk (CD-ROM) and will be
provided free of charge. It has been determined that the number of
Compact Disks be limited to one (1) per firm. Plans and Specifications
will not be provided in a printed hard copy format. Contractors may
view and/or download this project from the Internet at the following
