necessary to design and construct an approximately 52,000 gross square
foot expansion at the Processing and Distribution Center, 2108 East
38th Street, Erie, Pennsylvania. The project involves construction of
expansions on the east side and northwest corner of the existing
building. The expansion areas will contain loading dock platforms, mail
processing workroom areas, support areas which include locker rooms,
restrooms, maintenance areas and store rooms, and a mechanical
equipment mezzanine. The project also involves renovation of selected
areas within the existing facility, including inspection and
maintenance offices; upgrade of selected systems within the existing
facility, including fire alarm and security systems; and site
improvements which include expanded parking, maneuvering, fencing and
stormwater control features at the above postal facility in accordance
with plans and specifications. Errors and omissions insurance in the
amount of $250,000 will be required. Technical Qualifications
Evaluation is based on a 100-point total (Experience -- 40, Past
Performance -- 30, Organization -- 25, and Backlog -- 5), and
Management Plan Evaluation is based on a 100-point total (Construction
-- 30 points, Design -- 25 points, Project Management -- 20 points,
Schedule -- 15 points, and Procurement -- 10 points). Plans and
specifications will be available May 13, 1999. Offers are due June 15,
1999, at 4:00 p.m. Performance time is 365 calendar days from receipt
of notice to proceed. Contractors/Offerors are encouraged to visit the
