combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart12.6, as supplemented with add'l
information included in this notice. This announcement constitutes the
only solicitation; quotres are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. This acquisition is set aside 100% for
small business, standard industrial classification code 4731
(Arrangement of Trans- portation of Freight & Cargo), small business
size standard $18.5 million and Federal Stock No. V. Solicitation LINE
ITEM 0001 -- Unit Issue: 1/JB -- PARIS AIR SHOW '99, LE BOURGET
FREIGHT SERVICES -- Transportation of DoD Tech- nology display display
materials from consolidated point within 300 miles radius of
Wright-Patterson AFB to Paris Air Show located at Le Bourget, Paris,
France & return to Wright-Patterson Air Force Base, Dayton, OH.
Services to include all air freight shipments & final return air/ground
freight shipments; all necessary import and export services; any other
transportation costs necessary to move the display to & from the above
mentioned show site to include the following: Insurance coverage;
preparation of all necessary United States customs export documents;
monitoring of all shipments en-route; supervision of all customs
clearance & provision of any temporary import bonds in host country;
supervision of all materials delivery to the display stand; removal &
storage of all shipping containers on site at stated air show location;
provide access to all stored shipping containers by designated U.S.
government personnel; provide all labor/equipment (forklifts/cranes)
for delivery/removal of display materials. Provide on-site contact with
United State Government. ACTUAL AIR SHOW DATES: 13-20 June 1999;
ESTIMATED VALUE OF SHIPMENT: $96,000; ESTIMATED WEIGHT OF SHIPMENT: 6
or 7 crates, no less than 5000 lbs or 2250 kgs and no more than 9918
lbs or 4500 kgs; ESTIMATED DIMENSIONS OF SHIPMENT: 6 or 7 crates no
smaller than 46 1/4 x 30 1/4 x 18 3/4 inches (119 x 76 x 48 cm) & no
larger than 56 x 57 1/2 x 65 inches (142 x 147 x 165 cm); ANTICIPATED
PERIOD OF PERFORMANCE: 20 May 99 -- 01 Jul 99. IMPORTANT NOTICE: Any
offeror providing a quote in response to this RFQ shall provide past
performance information in the form of 5 contracts for the same or
similar services. Past performance information should include, but not
be limted to, the contract number(s), the dates the service was
provided, the final price for the service; the number of weight
kilograms or pounds of material trans- ported; points of contact with
telephone numbers. RELEVANT PAST PERFORMANCE INFORMATION WILL BE
CONSIDERED MORE IMPORTANT WHEN COMPARED TO PRICE AS AN EVALUATION
FACTOR in accordance with provision 52.212-2. Offeror(s) must be
registered in the Contractor Central Register (888-227-2423) in order
to be consider for this award. Quotes must be based on the highest
estimates provided in this announcement; and must follow the following

regarding this solicitation may be directed to Deanna

approximate issue date will be 12 May 99. The anticipated award date
will be 18 May 99. Mr. Stephen J. Plaisted has been appointed as
Ombudsman to hear concerns from offerors, or potential offerors, during
the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
