BUSINESS ON JUNE 11, 1999. The following sections have been modified:
2. PROJECT INFORMATION: Experience is required in the three following
areas: hydrology, water quality, and hydraulic design. The potential
contractor shall have a high level of demonstrated experience and
expertise in Pacific Northwest Watershed systems to equally serve the
following three work categories. (1) Hydrology: perform detailed
hydrologic analysis, open channel hydraulic analysis, sediment
transport analysis, floodplain analysis, reservoir regulation analysis,
ice engineering analysis, dam break analysis, flood damage analysis,
flood damage economic analysis, and other related analysis using
computer models such as HEC-1, HEC-2, HEC-RAS, HEC-5, HEC-5Q, HEC-UNET,
HEC-6, HEC-FFA, HEC-IFH, HEC-DSS, HEC-FDA, HEC-PRM, STATS, HMR52,
HEC-HMS, TABS, and other related models; collect data using acoustic
doppler equipment, streamgages, air photography, land and hydrographic
surveying; perform other related data acquisition activities; and
provide programming/database and GIS/CADD support services. (2) WATER
QUALITY: Conduct sampling, analysis, and data synthesis for water and
sediment and soil quality and perform related limnological and
biological and chemical analysis studies; use equipment such as
multi-parameter data sondes, chemical auto analyzers, dopplers,
echosounders, automated samplers, core samplers, Niskin bottles,
plankton tows, submarine spectrophotometers; install and maintain
remote sensing equipment; perform technical writing services; perform
complex statistical analysis; provide geo-spatial/GIS/CADD system
support and evaluate new technologies and instrumentation; and provide
sample analysis plans, permit services, and any other quality related
studies. (3) HYDRAULIC DESIGN: Provide analysis, reports, and designs
related to hydraulic features of large multi-purpose hydroelectric
projects, open channel flow systems, pressurized water-hydraulic
systems, fish passage facilities, hatcheries, fish holding facilities;
develop, construct, calibrate, and test physical scale hydraulic
models; conduct full scale prototype tests; develop and execute 3D
Computational Fluid Dynamic Models; analyze and design wastewater or
water supply systems, small flood control structures, diversion
structures, intakes, irrigation structures, levee systems; perform all
aspects of navigation studies; provide mapping services, physical data
collection, drafting services (manual and CADD), specialized
engineering technical services (Electrical, Mechanical, Structural, and
Civil Engineering); perform cost-benefit analysis, economic studies,
engineering feasibility studies; and perform any study necessary for
hydrology and hydraulic design even if not previously mentioned in
other categories. 3. SELECTION CRITERIA: Criteria A through C are
primary and are listed in order of importance. The remaining categories
are for tie-breaker purposes. A. Professional qualifications, necessary
for accomplishment of the listed tasks in section 2. B. Specialized
experience and technical competence in the type of work discussed in
section 2 above. C. Capacity to accomplish the work in the required
time frame. D. Past performance on contracts with government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules. E. Location in general
geographical area of the Walla Walla District with the capability of
quick turn around to and from Walla Walla, Washington. However, work
could occur anywhere within the geographic area of the Corps of
Engineers Northwestern Division. F. Extent of participation of SB, SDB,
WOSB, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the total estimated effort. G. Volume of DOD contract awards in the
