Actuated Valve Assembly Specifications A. Scope The
electro-hydraulically actuated globe valve with servovalve and feedback
potentiometer described here-in will be used to throttle an air flow.
B. Valve 1. The valve shall have 6 inch flange connections and shall be
used for air service in the temperature range of ambient to + 500oF.
The environmental temperature will be ambient. 2. The valve shall have
a caged trim to reduce noise in the valve. 3. The maximum shutoff
differential pressure shall be 1050 psid at the above temperature
range. 4. The maximum valve Cv shall be based on an air flow rate of
10.0 pps, a steam flow rate on 6.87 pps, and a water flow rate of 7.03
pps with an inlet pressure of 150 psia, inlet temperature of 311oF,
and choked flow (atmospheric pressure downstream of valve). The valve
will be installed in a 10 inch, sch 40 pipe and shall have a full open
Cv of at least 250 linear. 5. The minimum valve Cv and maximum valve
noise level shall be based on an air flow rate of 10.0 pps, a steam
flow rate on 5.0 pps, and a water flow rate of 8.9 pps; with an inlet
pressure of 900 psia, inlet temperature of 445oF, and choked flow
(atmospheric pressure downstream of valve). 6. The body and flanges
shall have an ANSI class 900 rating. The valve external leakage shall
be zero. 7. The valve shall have linear trim. The valve body shall be
designed such that the trim can be easily changed in the field. 8. The
valve shall have a minimum rangeability of 50 to 1. 9. The valve seat
shall have an ANSI/FCI 70-2 class IV shutoff as a minimum. 10. The
valve body and trim shall be 316 stainless steel or stellite. 11. The
valve shall have a permanent tag showing: a. maximum working pressure
b. maximum operating temperature c. maximum Cv and trim type d. full
valve model number and serial number C. Hydraulic Actuator 1. The
cylinder shall be a double rod end type with equal area on each side of
the piston and shall be sized to meet the valve force requirements. 2.
The actuator shall provide full valve travel. 3. The actuator shall be
for use with MIL-H-83282 Revision C hydraulic oil at 3000 psig. 4. The
actuator shall be shipped with open hydraulic cylinder ports plugged
to prevent contamination. 5. The actuator external leakage shall be
zero. 6. The leakage across the hydraulic piston shall not exceed 2 cm
3 /hour with 3000 psi pressure difference across the piston. 7.
Hydraulic connections shall be in accordance with AND 10050 Revision
19, dated 7-24-84. 8. All hydraulic fittings and metal wetted by the
hydraulic fluid shall be 300 series stainless steel or anodized
aluminum. 9. The hydraulic cylinder shall have Teflon or viton seals
for the piston and piston rod seals. D. Electro-Hydraulic Servovalve 1.
Shall be a 2-stage, 4-way modulating servovalve. 2. First stage shall
have integral 40 micron hydraulic filter. 3. First stage leakage shall
be 0.75 cubic inches per second maximum at 3000 psig supply. 4.
Internal leakage shall not exceed 17% for a 1 gpm servovalve, 9% for a
2.5 gpm servovalve, and 7% for a 5 gpm or larger servovalve with 1000
psig supply pressure. 5. External leakage shall be zero. 6. Fluid and
ambient temperature range shall be -40oF to 275oF. 7. Shall be
suitable for use with MIL-H-83282 Revision C hydrocarbon-type hydraulic
fluid at a cleanliness level of NAS 1638 class 5 or equal. Shall have
preservative added to increase shell life. 8. Rated servovalve flow at
1000 psid shall stroke control valve +/- 10% full stroke at 10 hz
minimum. 9. Servovalve shall have a 4-pin male Bendix or Amphenol
electrical receptacle. Servovalve shall be supplied complete with
mating electrical connector. 10. Resolution shall be 0.5% maximum of
rated current. 11. Hysteresis shall be 3% maximum of rated current. 12.
Servovalve shall be suitable for either series or parallel coil
connection. 13. Shall be supplied with a calibration chart giving load
flow as a function of coil current and frequency plot giving load flow
magnitude and phase shift versus input signal current. 14. Shall be
able to mechanically adjust to the flow null of the servovalve by
+/-20% minimum. Servovalve mechanical null shall not drift during
operation. E. Position Feedback Assembly 1. The position feedback shall
be provided by a linear potentiometer of an LVDT. If an LVDT is
provided the modulation and demodulation electronics shall be provided
internal to the LVDT. 2. The position feedback, mounting bracket shall
provide zero deflection under all valve operation conditions. 3. The
position feedback shaft shall be aligned to prevent excessive loading
of the shaft. 4. The position feedback assembly shall be housed in a
gasketed sealed enclosure. The feedback device shall be hermatically
sealed. The enclosure shall have access for maintenance. All of the
leads shall be connected to Jones type terminal strip and then brought
out to a MS3102R018S receptacle with mating cable connector. 5. Shall
have a minimum continuous adjustment of 10% of the assembly travel
relative to the piston rod. 6. The mechanical travel of the feedback
assembly shall be at least 110% of the full valve travel. 7. The
following shall apply for a linear potentiometer only: a. Shall be a 2
gang linear potentiometer. b. The receptacle shall be provided with
connections for the two end taps, center tap, and wiper. The resistance
between end taps shall be 5K ohms. c. Shall be a film wound type
feedback potentiometer with infinite resolution. 8. The linearity shall
be +/- .5% maximum. 9. The backlash shall be 0.1% maximum of full
travel. 10. The ambient temperature range shall be -40oF to 200oF. 11.
The shaft shall be 300 series stainless steel. F. Documentation 1.
Documentation shall include a mechanical drawing with overall
dimensions for the valve assembly, and manuals for the feedback
potentiometer, actuator, and valve. Included in the manuals, as a
minimum, shall be a descriptive information showing an assembled
picture of each component and how it operates, and electrical
schematics showing how the position feed-back assembly wired to the
electrical receptacles. 2. Full documentation shall be provided upon
delivery of the valve assembly. Item 2- Noise Cartridge(s) 1. The noise
cartridge shall be installed down-steam of the valve specified in item
1 and shall fit between 12 inch 900 LB ANSI Flanges. The cartridge
flanges will be provided by the Government. 2. The noise cartridge
shall prevent the valve noise from reaching a level that could damage
the valve or piping when operating at the conditions specified in B.4,
but shall not exceed 115 dba at a distance of 3 feet from the valve.
3. The noise cartridge shall be made of 300 series stainless steel. 4.
The noise cartridge shall not increase the required valve Cv by more
than 5%. 5. If the noise cartridge is a perforated plate the minimum
hole diameter shall be 3/8 inches. (Large diameter holes are required
due to mineral deposits caused by the high temperature steam and
combustor air exhaust mixture.) This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The Government
intends to acquire a commercial item using FAR PART 12. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 3494 and 500, respectively. The DPAS Rating
for this procurment is DO C9. The anticipated release date of
RFQ-#3-125552 is on or about 5-6-99 with an anticipated quote due date
of on or about 5-12-99. All qualified responsible sources may submit
a quote which shall be considered by the agency. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
