Engineering Operations Audit of the USAF Academy Wastewater Treatment
Plant #1, USAF Academy, Colorado. Provide an engineering and
operational audit of the operations of the Wastewater Treatment Plant
to identify post-year 2000 (Y2K) issues and day to day
operational/engineering efficiencies to ensure compliance with current
and potential future regulations and regulatory mandates. Presently
the treatment plant provides 2 million gallons per day of wastewater to
most operational facilities on the USAF Academy but is now generating
below the standard. A qualified contractor shall perform the work and
furnish equipment in accordance specific requirements and general
conditions of the specifications. The audit should provide an
quantitative analysis of the following; evaluate process units in place
for effectiveness related to operational efficiencies (cost of
operation and regulatory compliance), evaluate the USAF Academy
infrastructure related to the process units and their operating
efficiencies. For operational functions; review compliance with Local,
State, and Federal permit requirements; provide analysis of system
changes to maintain compliance for all permit requirements. Based on
vendor knowledge of changing regulatory climates maintain compliance by
implementing any necessary changes. Provide analysis of type and
quantities of chemicals used in the operation of the facility. Provide
historical and projected data on the flow system through the water
treatment plant. Provide analysis on how future development will effect
the overall treatment system. A draft report shall be submitted
summarizing work performed within the first 60 days of the contract.
The report shall consist of narrative, single line sketches and up to
35% design recommendations on corrective actions. A final report shall
be submitted within 28 working days of receipt of the USAF Academy's
comments on vendor's draft report. Request a Statement of Work with
attachments for additional information. The contractor shall furnish
all tools, labor, and test equipment; hardware and materials needed to

REQUESTERS MUST STATE THEIR BUSINESS SIZE ON EACH REQUEST. Women and

proposed solicitation listed here is set aside 100 percent for small
business. A Request for Quote will be issued to satisfy this
requirement. Only responses containing data requested from the
Statement of Work, Evaluation Criteria, Section 5.0 will be considered.
