National Business Center (recently renamed from the Bureau of
Reclamation, Administrative Service Center) is seeking sources for the
Independent Verification and Validation (IV&V) of specific tasks
related to the Federal Personnel and Payroll System (FPPS). FPPS
provides personnel and payroll services to all DOI bureaus and to other
Federal government agencies. The FPPS system is a state-of-the-art
database system hosted on an IBM 9672-R46 mainframe. Due to the many
complexities of Government regulations and processes related to
personnel and payroll, the FPPS is a highly sophisticated and
comprehensive database system intended to meet a vast array of
Government agency requirements. FPPS is written in Natural programming
language and utilizes Adabase Database Management System (DBMS). The
IV&V services required will consist of assisting NBC/FPPS personnel in
project analysis, tracking, performance analysis and reporting for
FPPS projects. The services will consist of but not be limited to: A)
Technical project analysis that may include investigating which
software/hardware products are best suited to complete a requirement of
the project, logistical analysis, staffing requirements, cost
estimates, time frames, risk assessment, identification of deficiencies
and possible resolution/solutions, project performance analysis that
includes quality assurance activities, etc., B) FPPS ongoing
development and maintenance activities, C) Ongoing system operability
and maintainability, and D) Mainframe performance analysis and
suggested improvements. Contractor qualifications must include work
experience and an in- depth knowledge related to 1) the current FPPS
system, 2) the Natural/Adabase programming environment, 3) Government
regulations and processes related to personnel and payroll, and 4) the
FPPS change management process. The anticipated services will require
a knowledgeable and trained staff that can work independently and
respond to change quickly and effectively. Theanticipated services will
require a staff with a diversity of skills and experience including: 1)
at least 5 years experience with the IBM/MVS operating system, 2) at
least 5 years experience with Natural/Adabase programming, to include
Job Control Language (JCL), and 3) at least 2 years experience with the
design of FPPS. The period of performance is anticipated to be 1 year,
but may be extended by options. The proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302. It the
National Business Center's belief that based on Mitretek's knowledge
and unique skills related to the FPPS system, that they are the only
source that can satisfy this requirement. Mitretek is a non-profit
organization. Interested persons may identify their interest and
capability to respond to the requirement by sending their information
to the above address. This notice is not a request for competitive
proposals. Any questions shall be submitted in writing to the Contract
Specialist. All responses from responsible sources will be fully
considered. As a result of analyzing responses to this synopsis, the
contacting officer may determine that a solicitation will be issued.
This may constitute the only notice for such a solicitation.

days after date of publication of this notice. Include in your
response whether your concern is a large, woman-owned, small, or small
