Tommie.G.Savage@usace.army.mil. The Engineering and Support Center,
Huntsville is considering a small business set aside for the impending
procurement related to the services described below. The decision to
set aside the procurement for small business or to allow for full and
open competition in a future procurement for these services will depend
in large part to the responses to this announcement by qualified small
business A-E. Sources are being sought for firms with a Standard
Industrial Classification (SIC) Code 8711, General Engineering, with an
average annual receipts of $2,500,000 or less for the past three (3)
years; capacity to dedicate a minimum of five (5) man-years of
personnel resources annually to perform this work; and who have
successfully performed three (3) or more of the following services for
complex facilities, including medical facilities: (1) Performed
systems analysis of facility systems and equipment, including review of
facility criteria, construction drawings and specifications, and vendor
data, in connection with the development of systems and equipment O&M
requirements and the development of system/equipment O&M documentation.
(2) Developed O&M documentation for medical facilities, process
facilities, and/or central energy plants, including O&M Manuals, Master
Equipment Lists, and O&M Training Requirements. (3) Developed service
contract procurement documentation, including Scopes of Work for the
procurement of service contracts for facility O&M Services. (4)
Performed facility systems and equipment condition assessments and
prepared condition assessment reports, including performed life safety
compliance inspections and prepared life safety deficiency tabulations
in accordance with Joint Commission for Accreditation of Healthcare
Organization (JCAHO) requirements. (5) Performed investigations of
facility systems and equipment, including obtaining and analyzing
system/equipment operational data to determine if systems/equipment are
performing in accordance with vendor specifications and/or user
requirements, and prepared investigative reports. (6) Prepared
engineering designs in connection with the correction of life safety
deficiencies and/or system/equipment operational deficiencies. Source
firms should have experienced personnel in the following engineering
disciplines: electrical/electronic, mechanical, civil, structural,
environmental, architectural, safety, and cost estimating. In addition,
firms should have personnel experienced in technical writing/editing.
In addition to the above credentials, firms should have capability of
performing quality assurance (QA) oversight of subcontractor work as
well as QA oversight of work performed by other Government contractors.
Also, firms should have the capability of providing engineering
drawings on a computer-aided design and drafting (CADD) system. This
work is planned at U.S. military installations; therefore all personnel
performing work on-site must be U.S. citizens. Interested firms should
submit a current SF254 and a separate documentdescribing relevant
experience in the following format: name(s) of client(s); location of
job site; client point of contact and telephone number; and the date
services were performed. This documentation should be limited to
description of past and current contracts of the kinds of work and
facility types identified above and should be limited to eight (8)
pages. It is not necessary to submit any additional company
information, resumes, sales materials or brochures. Mail submittals or
