Performance period is 1 August 1999 through 30 September 1999 plus three option years. This procurement is 100 percent set-aside for participation by Historically Black Colleges and Universityties and Minority Institutions (HBCU/MI) and proposals from non-HBCU/MI's are not solicited. Offerors will be required to submit comprehensive technical, management, and cost proposals identifying specifically how they will meet the Army's requirements as set out in the solicitation.
