synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-11. This solicitation is being issued
under RFQ #942156. This is a 100% set- aside for small business. The
SIC code is 8299 and the business size standard is $5,000,000.00. This
will be a firm-fixed-price contract with a base year plus a four
option years. The FBI requires one session of Occupational Safety and
Health Administration (OSHA) training for approximately 70 students.
The training session shall require the 70 students to be divided into
two groups of 35 students each with one qualified OSHA instructor per
group, unless prior approval is received fromthe FBI. The three day
training session shall begin on 8/30/99 and end on 9/1/99 from 8:00
a.m. to 4:00 p.m. at the FBI Academy in Quantico, VA. The Instructor
shall teach the following topics and shall incorporate them into
existing FBI policies: a) Welcome and Course Orientation b)Introduction
to the Occupational Safety and Health (OSH) Act of 1970, section 19,
"Federal Agency Safety Programs and Responsibilities", Executive Order
12196, "OSH Programs for Federal Employees", and 29 Code Federal
Regulations (CFR) Part 1960; "Basic program elements for Federal
Employee OSH program"; c)Introduction to 29 CFR part 1910 (i.e., OSH
General Industry Standards); d) OSHA Program Elements and Objectives;
e) OSHA Duties and Responsibilities of Supervisors and Collateral Duty
Safety and Health Officials (CDSHO); f) OSH & Environmental Audit &
Inspection Program; g) Establishment of Hazard and Abatement Program;
h)Occupational Injuries and Illness Record Keeping and Reporting; i)
OSHA Accident Investigation; j)Occupant Emergency Program (i.e. GSA
guidelines); k) OSH Council and Committees Duties and Responsibilities;
l) OSHA Training Requirements for Federal Employees; m) Allegations of
Reprisal for OSHA Activities and; n)Evaluation of Federal OSHA
Programs. The Contractor shall: a)provide resumes and present
documentation that they have successfully completed an OSHA designed
trainer course for private sector personnel that has placed them in the
status of OSHA certified trainers. b) provide three (3) recent
references on previous contracts (commercial or government) where the
instructor and contractor have performed this type of training with at
least 2 years of documented experience in instructing federal
employees in the OSHA Act of 1970, section 19 c) provide each student
with a certificate of completion signed by a qualified OSHA instructor
which states that: " he/she has completed OSHA training in full
compliance with 29 CFR Part 1960, Subpart H training; d) provide two
qualified OSHA instructors for each session; e) provide a two inch
binder with tabs, copies of the following for each student: 29 CFR Part
1960 including Section 19 of the OSH Act of 1970 and EO 12196), written
FBI OSH program elements that have been issued (one copy will be
supplied by the FBI to the contractor for copying), other related
materials to support the OSHA training session objectives, and the
latest edition of 29 CFR Part 1910; f) provide course content and
brochure that address the FBI needs. The evaluation criteria shall be
based on: 1) course content or brochures that address the FBI needs as
set forth in the solicitation 2) price 3)resumes which include the
documentation and credentials of OSHA qualified instructors with a
minimum of two years documented training experience instructing Federal
employees in the specified curriculum. The resultant contract will be
funded through 6/15/99 contingent upon availability of funds and/or a
full appropriation, and shall be performed only under the direction of
the Contracting Officer. Thefollowing clauses and provisions are
incorporated by reference and apply to this acquisition: FAR 52.212-1
Instructions of Offerors Commercial Items (Aug 1998); FAR 52.212-2
Evaluation -- Commercial Items (Jan 1999); FAR 52.212-4 Contract Terms
and Conditions -- Commercial items (Apr 1998). Each offeror shall
include a completed copy of the FAR 52.212-3 Offeror Representation and
Certifications -- Commercial Items (May 1999). The full text clauses

writing by May 12, 1999, and any questions or clarifications received
after this date may not be considered. The award will be made to the
responsive, responsible quoter submitting the lowest priced,
technically acceptable quote, meeting all terms and conditions set
