The Office of the Receiver, Central Detention Facility, Washington, DC, intends to acquire the services of a qualified firm to provide Comprehensive Medical and Mental Health Services for the Central Detention Facility. A notice of pre-solicitation for this project was posted January 15, 1999 with the Commerce Business Daily. The Central Detention Facility is operating under existing court orders in the case of Campbell v. McGruder. The Receiver was appointed by U.S. District Court Judge William B. Bryant in August 1995. The solicitation will be open to any type of health care provider including, but not limited to public and voluntary hospitals, HMOs, correctional health care firms, community-based health care providers or medical school programs. The Central Detention Facility, with an official capacity of 1,674 pre-sentenced and sentenced inmates, provides intake services for the District of Columbia Department of Corrections. The selected Contractor will be required to provide Medical and Mental Health Services for the Central Detention Facility inmate population as well as selected services for other inmates under the Care and Custody of the District of Columbia Department of Corrections. The selected Contractor will be responsible for the provision of all Central Detention Facility on-site primary care and specialty services, off-site outpatient services and for inpatient services as defined in the RFP. Offerors will be expected to demonstrate their program and commitment to quality improvement and continued system / operational development at the Central Detention Facility, including the Medical Management Information System which now incorporates an electronic medical record. After budget revisions, the Central Detention Facility staff totals 124.2 FTEs and has provided an average of 1,322 intakes per month. Over the previous Fiscal Year the Central Detention Facility required approximately 3,000 off-site specialty encounters and 1,755 medical inpatient days. CDF physicians are required to provide attending physician management, including daily rounds and discharge planning for all District of Columbia inmates admitted to the DC General Hospital Locked-Ward Unit. The base period of performance will begin on the date of the contract award and continue for a one-year period. This revised solicitation will include four additional one-year option periods which may be exercised in accordance with the terms of the resulting contract. These requirements will be solicited under the Receiver's Request For Proposal (RFP) -- #01-CDF99. The RFP revised issue date is anticipated to be on or after May 19, 1999, and the revised response date for receipt of proposals is anticipated to be on or after June 30, 1999. A pre-proposal conference will not be held. A Facility Tour will be offered during early June. It is the responsibility of each prospective offeror to submit their request for solicitation. The Standard Industrial Classification Code for this requirement is 8062. This solicitation and it's requirements are not set-aside for any specific socio-economic programs (e.g., small business, disadvantaged business, etc.). All responsible sources meeting the qualification requirements defined in the RFP, may submit a proposal which shall be considered by the Receiver.
