synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subject 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Bids are being
requested and a written solicitation will not be issued. II. This
solicitation is issued as a Request-For Quotation (RFQ) 99-C-17. III.
The solicitation document and incorporated provisions are those in
effect through Federal Acquisition Circular Number 97-11. IV. This
solicitation is not a small business set-aside. V. A. The U.S. Railroad
Retirement Board (RRB) is an independent agency in the Executive Branch
of the Federal Government and is responsible for administering the
Railroad Retirement Act (RRA) and the Railroad Unemployment Insurance
Act (RUIA). The RRB is installing an Eastman Software electronic
document imaging and workflow system to replace the existing PaperWise
imaging system used for RUIA work. The RRB wants to convert the
information in the current PaperWise system to the new Eastman system.
The conversion would begin around 8-1-99 and be completed within 30
days of the initial receipt of the first platters. The contractor would
export and convert an estimated 917,917 pages of PaperWise (ImageWise
version 4.003 10-2-95) images into about 452,000 Eastman Open Image 3.2
documents. We estimate that we would have 6,217 files (about 39.4 GB)
on optical platters and 30 files (about 762 MB) on the server. The
platters are 5 1/4 Panasonic optical disks. B. The tasks would be as
follows: 1. Convert the TCK files into single-strip, single-page TIFF
files. 2. Interpret Btrieve index information into document index
information. 3. Put index information into Eastman data definition
format (DDF). RRB will provide the Eastman DDF format. 4. Put DDF files
and TIFF files in directory structure expected by Eastman rapid batch
entry (RBE). 5. Convert the dates in the PaperWise data from a
two-digit year to a four-digit year. 6. Remove the dashes from the
Social Security number index field. C. Deliverables under the proposed
contract include: 1. A CD with multiple RBE batches for RRB to test
before the full conversion. 2. RBE batches for PaperWise images and
indexes from all platters and the server on CDROM. (After conversion,
RRB will test to determine that the conversion is accurate and
complete. 3. All dates converted to the Eastman Imaging System will
have a four-digit year (Y2K compliant). 4. All Social Security number
index fields converted will not have hyphens or dashes. IV. FAR
Provision 52.212-1, Instructions to Commercial Offerors -- Commercial
Items, applies to this acquisition and is hereby included by reference.
Offerors must provide the following: 1. Statements of work addressing
each task and each deliverable. This statement should include detail
about staff qualifications, estimated time needs, the work steps
involved in satisfying the requirement and dollar amounts for each
assigned task. 2. Documentation of expertise and experience of the
specific contractor employees who would be assigned to this project to
convert the PaperWise images and indexes to a format that can be
imported into the RRB Eastman system. VII. Proposals will be evaluated
using the following technical and past performance criteria: a.
Quality of workplan to achieve defined tasks; b. Expertise and
experience of staff. C. Past performance: The offeror shall submit, as
part of its proposal, information on previously performed contracts or
on-going contracts that are similar to the statement of work in the
solicitation performed for Federal, State or local Governments, and for
commercial firms. Information shall be provided on either 1) all such
contracts within the past three years, or 2) the last three such
contracts performed, whichever is fewer, and shall be limited to the
name and address of the organization for which the product was supplied
and services were performed and the number (phone, fax or Internet) of
at least two contacts for each contract listed. The offeror should not
describe past performance history in the proposal. The information may
include, however, discussion of any major problems encountered on the
contracts listed and the corrective actions taken to resolve them. The
information may also include a description of any quality awards earned
by the offeror. Documented experience doing PaperWise conversions will
receive particular consideration. The relationship of price to all
other factors is 1:2. Responses will be evaluated according to which
firm can meet the functional requirements at the best value to the
Government. Sources demonstrating the capability of furnishing the
above system shall supply pertinent information to perform a complete
and proper evaluation. Each bid response must clearly indicate the
capability of the bidder to meet all specifications and requirements.
X. FAR Provision 52.212-3, Offeror's Representations and Certifications
-- Commercial Items, must be completed and submitted with the offer.
XI. Far Clause 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this solicitation. XII. FAR Clause, 52.212-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders -- Commercial Items, hereby applies to this
acquisition. XIII. FAR Clause, 52.232-18, Availability of Funds,
applies to this solicitation. Offeror certifies price and terms offered
in response to this solicitation are valid for 90 calendar days from
the date of offer. XVI. Offers and supporting documentation shall be
received in this office no later than 11:00 a.m. local time, on May 21,
1999. Mark outside of the envelope clearly with "RFQ 99-C-17 enclosed"
and bidder's name and address. Facsimile responses will not be
accepted. The RRB will not send an acknowledgment of receipt of any
