This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F09650-99-Q-0910. This solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-11. The SIC Code is 8748 and the small business size code is $5M. This solicitation is for one year and two annual options. The solicitation contains CLIN 0001 for manpower support of one indiviual required to support the DoD International Air Traffic Control Radar Beacon System, IFF, Mark XII Systems (AIMS) Program. CLIN 0002 is for travel in support of CLIN 0001. CLIN 0003 is for data. These CLINS apply to all option years. This solicitation is set aside for small businesses. The period of performance will begin 18 May 99. Individuals who have previously submitted proposals under the Contracting With Individuals Program need to re-confirm their previously submitted proposal but need not resubmit an additional proposal unless they wish to update their previous proposal. This requirement requires the services of one individual equivalent to a GS-855-12, Electronic Engineer, to support the DoD AIMS Program Office at WR-ALC, Robins AFB GA. Evaluation of offers will be made on a best value basis. Evaluation factors, in descending order of importance are experience, past performance, price, education and general considerations.
