Development (HUD) intends to procure a competitive 8(a) contract for
Motion Picture and Video Tape Production services. HUD owns and
operates a distance learning television distribution system on the
premises which is used primarily for Distance Learning Training and
Information Delivery. HUD has a need for ongoing operational systems
engineering, facilities maintenance, and technical support staff to
provide daily operation of its distance learning facility and training
services. The selected contractor shall provide skilled television
industry professionals to provide varying level of support for this
effort in the areas of: project management, technical staff, systems
operations analysis, design and specification, ongoing physical plan
documentation, network operations, transmission delivery coordination,
studio operations, equipment maintenance and most phases of television
systems operation and protocol. The selected contractor must have
experience in all phases of broadcast-quality production for
television, with emphasis on satellite transmission and delivery
systems for day-to-day studio operations and management, scheduling,
production, and operations, creative development, script writing,
technical treatment, qualitative testing, and video production
services. The selected contractor must have experience producing live
multi-site, broadcast-quality video productions transmitted via
terrestrial satellites, microwave fiber-optics and operations utilizing
television broadcast technologies. The contractor must have logistical
experience in simultaneous multi-location television productions,
coordinating with major broadcast television networks affiliates,
providing media tours, and experience in producing live two-way video
and two-way audio transmissions. The contractor must be capable of
mobilizing an Electronic Field Production (EFP) or Electronic News
Gathering (ENG) team on short notice. Contractor must be able to
respond with 4 hours notification during HUD business hours 7:00
AM-6:00 PM Monday through Friday or on weekends. Estimated emergencies
are six per year. Flexibility in staffing to accommodate production
services after normal duty hours is a requirement. The period of
performance is a base year of twelve months with two-one year options.
The anticipated contract type will be Indefinite Quantity Contract
with Fixed Unit Rates. SIC Code is 7812 and Size Standard is $21.5
Million. The date and time established for receipt of proposals will be
set forth in the solicitation. No RFPs will be accepted nor sent via
Facsimile. HUD posts all required notices of its contracting
