Point of Contact (POC) -- Elizabeth Sims, 817/978-2779, SIC 1711 -- Provide all labor and material to Upgrade Building Mechanical Systems (Replace CFC Chillers, pumps and towers and associated HVAC equipment) at the FB/CTHSE in Lubbock, TX, Project No. ITX95021, Solicitation No. GS-07P-99-UHC-0006. Estimated Cost Range of Project $1,000,000 to $2,000,000. Time of construction is 270 days. Work includes but is not limited to the following; replace existing R-11 chillers, with new non-CFC chillers, and existing cooling towers, miscellaneous piping and pumps. Add new DDC controls and connect to the existing building control system. Add refrigerant monitors, ventilation and other features to comply with ASHRAE 15 requirements. Expand and modify the electrical service to facilitate the new work. Building will remain occupied and temporary chilled water may be required to maintain occupancy. Provide miscellaneous architectural and structural services in conjunction with the overall upgrade of the systems and equipment. This solicitation will issue on or about May 20, 1999. This project is being procured using an informal source selection, negotiated procedures, which will result in a firm-fixed price award to the offeror which provides the "greatest value" to the Government.
