The U.S. Environmental Protection Agency (EPA) is contemplating a cost type, level of effort, work assignment contract for its library and information support center at its Research Triangle Park (RTP) Facility. This effort will be shared with the National Institutes of Environmental Health Sciences (NIEHS). EPA and NIEHS maintain separate technical library/information facilities in RTP. The library/information services to be provided will range from professional to clerical and will be performed onsite at both facilities. The EPA library maintains approximately 475 journals, 4,200 books, 18,400 paper documents, and 390,000 microfiche documents. The NIEHS facility maintains approximately 800 journals and 25,000 volumes. EPA's library collection includes material that covers a wide range of environmental, scientific, management, and policy areas. Approximately 17,000 labor hours for the base period, 12,500 optional labor hours for subsequent option years, and 9,000 optional increased hours per year are contemplated for the combined locations. Tasks include serials handling, circulations, support for acquisition of library materials, classification and process of materials, shelving and filing, reference assistance, end-user computing assistance, interlibrary loan, document release and referral services, records, and statistical reports. The base award will contain twelve month base period and four twelve month options. RFP No. PR-NC-99-12477 for the effort, will be issued on or about May 20, 1999 using full and open competition procedures. SIC No. 8231 applies; size standard is $5M in average annual receipts over the last three years. Proposals will be due 40 days after the RFP issuance date. A preproposal conference will be held approximately 10 days after the issuance of the RFP.
