202-220-5645 Q -- The D.C. Pretrial Services Agency (PSA) has a
requirement for in-patient Alcohol/Drug Detoxification Services for
offenders/clients who have been mandated by the Courts to receive
comprehensive alcohol and drug abuse treatment either as part of their
sentence or as a condition of their release. Short-term: The Offeror
shall provide a minimum of ten (10) and a maximum of fifteen (15)
residential treatment beds for an average period of 5-10 days. The
contractor shall be able to provide services to 10% of the population
in Spanish, and as necessary for hearing-impaired patients. Long-term
in-patient detoxification services are intended for a specific
population of offenders/clients with particular needs which may
include: HIV or other severe medical problems; Pregnant women;
Defendants with severe alcohol and heroin addictions; and Defendants
with co-occurring substance abuse and psychiatric disorders. Long-term
detoxification will require a minimum of ten (10) and a maximum of
thirty (30) residential treatment beds for an average period of 10-28
days. For both short-term and long-term, detoxification and treatment
services shall be provided in accordance with ASAM Placement Criteria
for Medically Managed Inpatient Detoxification except where
specifically modified by this Statement of Work. Treatment beds shall
be available twenty-four (24) hours per day, seven (7) days per week,
including holidays. The facility shall meet all local/state/federal
requirements for zoning as well as fire prevention and overall safety.
The facility shall be located within commuting distance (within a 50
mile radius) of Washington, D.C. The Offeror shall provide
nutritionally balanced meals three (3) times per day, and an evening
snack, seven (7) days per week. The Offeror shall ensure that vacant
rooms are kept in a state of readiness at all times to accept clients
upon referral by the PSA. The term of this contract will be
approximately three (3) months with a one (1) year option. The type of
contract will be IDIQ. To receive a copy of the RFP, submit a written
