This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DACW03-99-T-0085 is hereby issued as a Request for Quotation. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 97-11. Numbered Note 1 applies. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern. The Standard Industrial Code (SIC) for this solicitation is 3679 and the small business size standard is 500 employees. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Contractor shall furnish all labor, materials, and equipment necessary to rebuild five (5) General Electric Type AK 2-50-2, 480 volt, 1600 ampere circuit breakers, and three (3) General Electric Type AK 2-25-2, 480 volt, 600 ampere circuit breakers. All eight breakers shall be retrofitted with electronic trip and control units. One or more replacement breakers shall be provided during the rebuilding process to ensure that all eight (8) breakers are operational at all times, except for short periods of time necessary to exchange breakers and perform functional testing. The contractor shall pay freight charges for the delivery of all rebuilt breakers and temporary replacement breakers to the Dardanelle Power Plant. As a minimum, the contractor shall disassemble each breaker as required to clean, degrease and inspect all parts. All current-carrying parts shall be inspected and replaced, re-silvered or polished to restore proper contact resistance. The operating mechanism shall be cleaned and inspected, and all worn parts replaced. Any damaged wiring shall be replaced. Each breaker shall be given a full operationalcheckout and meggar and ductor tested. Each breaker shall be retrofitted with an electronic trip unit. The unit shall be true RMS current sensing and provided with long time, short time, instantaneous and ground fault trip function. The unit shall fully comply with the requirements of ANSI C37.59. Five (5) copies of instruction manuals shall be provided. A knowledgeable engineer or technician shall be available at Dardanelle or readily available by telephone to assist power plant personnel in placing rebuilt breakers into operation. The contractor shall ensure products provided under this contract, to include hardware, software, firmware, and middleware, whether acting alone or combined as a system, are Year 2000 compliant as defined in FAR Part 39. Delivery of the breakers shall be FOB to Dardanelle Power Plant, Dardanelle Dam Road, Dardanelle, Arkansas 72834. Deliver Monday through Thursday, 7:30 a.m. through 4:00 p.m. to Ken Storm (501)229-2282. Payment will be made as a lump-sum for all eight breakers. The clauses referred to in FAR 52.212-5 which apply to this requisition are: FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-3, and FAR 52.225-19. Offers must conform to the instructions in FAR 52.212-1 and must also include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
