The U.S. Department of Energy (DOE) Oakland Operations Office (OAK) issued a Request for Proposals (RFP) on April 29, 1999 for the Molten Salt Oxidation (MSO) Project. The DOE is seeking to demonstrate MSO, developed by Lawrence Livermore National Laboratory (LLNL), for treatment of radioactive-hazardous mixed waste on a commercial scale. DOE intends to provide a successful offeror a pilot scale MSO treatment system that has been designed, fabricated and tested at LLNL. The successful offeror will demonstrate the long term viability of MSO in competing for the treatment of other DOE wastes. In return for the MSO unit, the contractor will process technically applicable DOE mixed waste using the MSO unit. DOE will help share some of the costs associated with proposed upgrades as well as some of the costs associated with acquiring the necessary permits to operate the unit on a larger scale. DOE will transfer title of the equipment to the contractor after the specified waste has been successfully processed through the MSO unit to meet all RCRA land disposal regulations and disposal at a permitted disposal facility.
