WHO SHOULD ATTEND In the spirit of DoD's Acquisition and Logistics Reform Week, 7-11 June 1999, I would like to personally extend an invitation for you and your staff to join us for Security Cooperation Reform Day on Thursday, 10 June. We are honored to have the Deputy Secretary of Defense, Dr. John Hamre, as our keynote speaker. We have already begun a major effort to reinvent, reengineer, and generally reform the way we conduct Security Cooperation in response to the evolving global defense environment. We are changing our business practices to become more efficient and better reflect our customers' and stakeholders' needs. Our challenge is to do this right while still supporting U.S. foreign policy and national security objectives. Our initial effort has incorporated industry and foreign government contributions in the general categories of process transparency, pricing, arms/technology transfer, and metrics/process reengineering. Additional input will be solicited in the coming months as this effort progresses. You will have the opportunity to learn about our security cooperation reinvention efforts, as well as participate in panel/audience discussions involving U.S. industry, foreign government representatives, interagencies, military departments, and defense agencies.
