22310-3398 99 -- STARTUP AND CERTIFICATION OF INCINERATORS IN PERVOMAYSK, UKRAINE

herbert.thompson@dtra.mil. This effort is to start up U.S. Government
provided incinerators located in Pervomaysk, Ukraine in preparation for
their use in the destruction of dilute cleaning byproducts. The dilute
cleaning byproducts will be generated from the cleanup and
dismantlement of the Unified Fill Facilities at Pervomaysk and include
propellant contaminated washwaters. One incinerator will be set up for
the destruction of unsymmetrical dimethyl hydrazine (UDMH) (also known
as heptyl) contaminated materials and a second for the destruction of
nitrogen tetroxide (N2O4) (also known as amyl) contaminated material.
The start-up process will include seven primary activities, as
follows: (1) Set up incinerators in locations consistent with Good
Engineering Practice Stack Height Requirements for the existing stacks.
Provide connections to electrical power, grounding, fuel, and liquid
waste supply. (2) Replace equipment and parts that have been placed in
secure storage or were loaned to the Dnepropetrovsk incinerators. (3)
Bring the incinerators to a state of operational readiness by
incorporating design changes and lessons learned during the startup of
the Dnepropetrovsk incinerators. Ensure compliance with all applicable
U.S. and Ukrainian safety standards and laws. (4) Train personnel in
the operation and maintenance of the incinerators. (5) Conduct a
startup and systems operability test of both incinerators. (6) Certify
the incinerators for dilute heptyl and amyl and concentrated heptyl.
(7) Update incinerator documentation to current status. DTRA intends to
issue a sole source to Morrison Knudsen of Cleveland, Ohio. DTRA
believes Morrison Knudsen is the only source able to perform this
effort in the time available. Any other firm desiring consideration
must fully identify its capability to perform the requirement. See Note
