Engineers, Walla Walla District, has a competitive requirement for all
labor, material, equipment, and plant to fabricate, deliver f.o.b.
destination, and install new perforated plates on the extended length
submerged bar screens (ESBSs) at Lower Granite and Little Goose Dams,
Garfield and Columbia Counties, Washington. All installation work at
the project site will be performed in the dry. No underwater diving
work is involved. Perforated plates vary in size from approximately 4
feet by 5 feet to 1 foot by 5 feet in outside dimensions. Plates are
-inch thick steel with 1-inch holes punched in a specific pattern.
Steel angles and backing bars are welded to the plates to add stiffness
and allow bolting of the plates to the ESBS structure. There are 29
perforated plates on each ESBS and there are 18 ESBSs at each dam. A
total of 1,044 perforated plates are required. All perforated plates
will be either stainless steel, or carbon steel then painted, or carbon
steel then powder coated. Contract completion 180 calendar days after
contract award. Procurement 100 percent set-aside for small business
concerns. Size standard for small business concerns under Standard
Industrial Classification Code 3443 is the average employment, based on
the number of persons employed on a full-time-, part-time, temporary,
or other basis during each of the pay periods of the preceding 12
months, shall not exceed 500 employees. All responsible sources may
submit an offer, which will be considered by this agency. (See Note No.
