the authority of FAR 6.302-1, the U.S. Environmental Protection Agency
intends to negotiate on a sole source basis with Bio-Rad Laboratories,
for the acquisition of an imaging system. The Government's minimum
requirements for the system are as follows: (1) Digital imaging system
capable of radioisotopic imaging, laser-excited single and multi-color
fluorescence imaging, and chemiluminescent imaging of electrophoretic
gels and filters. System must be capable of detecting the following:
P32, S35 and I125 isotopes; ethidium bromide, SYBR green and FITC
fluorescence; and direct detection of chemiluminescence. At a minimum,
system should include laser(s) that have the capability of the
450-488nm range and the 500-650nm range. Additional wavelength laser or
the flexibility to change lasers is desirable. System must be capable
of using storage phosphor screens of 35x43cm and 20x25cm format. System
must include appropriate combination of photomultiplier tubes,
internal/external lasers, and filters to allow maximum flexibility in
excitation and detection. System should include all peripherals
necessary for function including sample trays, scanner shelf, SCSI
cable for connection to a computer, operating/analysis software for
Windows98 or NT computer, SCSI/PCI card for computer connection, but
does not include an external computer. U.L. listed; (2) Eraser for
phosphorimaging screens, including at least one large phosphorimaging
screen (35x43 cm) compatible with the imager (item 1) and 1 one
Exposure Cassette (3x43cm). Unit should be capable of erasing
phosphor-stored images and preparing screens for re-use; (3) Six
Phosphorimaging Screens (20x25cm) compatible with items 1 and 2 above,
reusable, which can detect beta particles, x-rays and gamma rays.
Screens must include their own exposure cassette or fit into standard
x-ray film cassettes; (4) Eraser of chemiluminescent-capable imaging
screens, including one large chemiluminescent imaging screen (35x43cm)
and all necessary accessories for exposure (e.g. exposure platforms,
if necessary). Unit should be capable of erasing stored images and
preparing screens for re-use. U.L. listed. (5) Four imaging screens for
chemiluminescence (20x25cm) Imaging screens optimized for use with
chemiluminescence. Screens should have wide dynamic response to
chemiluminescent light and be reusable. Screens must be compatible with
items 1 and 4 above). THIS IS NOT A REQUEST FOR PROPOSALS. This
acquisition will be accomplished under the procedures of FAR Part 12,
Acquisition of commercial items. Only sources capable of fully meeting
the unique specifications/capabilities identified above, without
exception, will be considered. A determination by the Government not to
compete this acquisition is solely the discretion of the Government.
