The Space and Naval Warfare Systems Command (SPAWAR) intends to issue a Request for Proposal (RFP) for the procurement of the Multi-Band Shipboard Satellite Communications Terminals in support of Command and Control Communications onboard U.S. Navy Ships. This solicitation is unrestricted, i.e., both large and small businesses may compete. This effort is for an indefinite-delivery indefinite-quantity firm-fixed-price contract, for a base year plus four option years. This acquisition shall provide a shipboard satellite communications terminal operating non-simultaneously at the C- and X-band frequencies in the SHF band. The terminal shall automatically acquire and track satellites in geosynchronous orbit (to include inclinations up to 12 degrees) while subjected to ship motion. The terminal shall accept input signals, both as digital data and at intermediate frequencies, and translate, amplify, and transmit the signals in the C- (5.850 GHz to 6.425 GHz) and X-band (7.90 GHz to 8.40 GHz) frequency range.The terminal shall receive signals from the satellite in the C- (3.700 GHz to 4.200 GHz) and X-band (7.25 GHz to 7.75 GHz) frequency range, amplify, translate, and provide the signals at intermediate frequencies and as digital data. The terminal shall include antennas; antenna tracking equipment; transmit and receive equipment; C and X-band high power amplifiers, control, monitor and alarm equipment; modulation and demodulation equipment; timing and frequency standards; power distribution, cooling, and other ancillary support equipment; and software programs to conform to the functional performance specified herein. The terminal shall support specific capabilities and optional configurations as called out in the performance specification. The terminal shall occupy an envelope no more than 95 inches horizontally and 87 inches vertically above decks. The minimum C-band reflector size shall be 1.2 meters. The antenna and all above-decks equipment related to the operation and support of that antenna shall be contained within the envelope specified. The deck plane dimension specified is in the plane through the swept volume parallel to the deck plane and is not necessarily the dimension of the antenna pedestal-mounting base. The envelope shall be wholly above the plane of the deck; below-deck penetration shall not be required. No above-decks equipment shall be allowed except within an envelope. Use of a GPS antenna is not acceptable. Cables and waveguide interconnecting the above- and below-decks equipment shall not be considered in determining the equipment to be contained in the envelope. Installations requiring two antennas for full hemispherical coverage will be allowed two envelopes. Below-decks equipment shall be contained within one equipment cabinet, except that the ancillary equipment (power distribution, cooling, dry air and other support equipment) need not be housed in this cabinet. The cabinet shall have a maximum nominal dimension of 72 inches (182.88 cm) in height (not including shock mounts, if required) and 36 inches (91.44 cm) in depth. The cabinet shall accommodate 19-inch (48.26 cm) wide equipment chassis. The electronic cabinet shall incorporate within its envelope the provisions the following support equipment: spectrum analyzer, dummy load waveguide switch and Transmit bandpass filter. The Operator Interface Unit (OIU) shall be capable of being mounted either with integral flanges or on a sliding shelf in an equipment cabinet that accepts 19-inch (48.26-cm) wide chassis. The total volume of all ancillary equipment required to support the terminal (both one- and two-antenna configurations) shall not exceed 5 cubic feet (0.14 cubic meters). Equipment comprising the above-decks antenna shall not exceed 775 Lbs. The fully-loaded weight of the below-decks equipment cabinet shall not exceed 1000 lbs. The total weight of all ancillary equipment shall not exceed 400 lbs. Radar Cross Section (RCS) requirements. Each terminal above decks antenna envelope shall comply with the RCS requirements as specified for 5-foot antennas in NAVSEA letter SEA03T1/004. Each terminal above decks antenna envelope must be certifiable by NAVSEA 03. SPAWAR reserves the right to award this contract without discussions.
