305-2130 The U.S. Immigration and Naturalization Service (INS) intends
to release a Full and Open Competitive solicitation for Security
Support Services on or about May 17, 1999. The requirement was
originally synopsized "for information purposes only" on December 29,
1998, after a determination was made by SBA to withdraw the requirement
from the 8(a) program. The INS Office of Security requires contractor
security support services to perform a broad range of services in
support of their mission. The INS Office of Security has the
responsility to (1) manage and coordinate all INS Security Programs,
(2) provide program and technical direction and support to INS Program
Offices and Field elements including international operations, (3)
develop and administer INS security programs including the promulgation
of service-wide policy and procedures, and auditing for compliance with
published security standards, and (4) perform oversight and evaluation
activities for security program elements, formulate or revise
service-wide policy relating to security programs by coordinating these
changes with INS and Department of Justice. The required services
include but are not limited to background investigator, physical
security specialist, technical security specialist, security design
specialist, fingerprinting specialist, information security specialist,
technical writer and trainer. The Security Support Services are
currently required at the INS Headquarters in Washington D.C., and INS
District and Administrative Offices throughout the United States. It
is anticipated the requirement will be expanded internationally. The
INS intends to award a fixed priced, indefinite delivery/indefinite
quantity labor hour contract for a base year plus four one year
options. Award of the contract is projected for September 1999. Any new
contractor selected will require a thirty to sixty day transition
period before it can begin full performance. This transition period is
necessary to allow any new contractor to hire staff, submit security
clearance packages on all employees and have them approved. Firms
possessing demonstrated experience with security support services

synopsis must be received within 10 days from the date of this synopsis
publication. Firms that responded to the previous notice of December
29, 1998, are on the bidders mailing list for HQ 99-01 and are
