issued synopsis for this procurement, PCORPS-99-R-1029. The Peace Corps
is soliciting proposals on a full and open competitive basis from
qualified U.S. vendors to provide the supplies/services described
herein in support of both its domestic and international operations.
This is a commercial items procurement using the procedures set forth
in FAR Parts 12 and 15. The Peace Corps seeks a contractor to provide
state-of-the-art warehousing and storage, fulfillment, direct mailing,
pick-up/delivery services, and supply services that is technologically
capable of moving with Peace Corps into the 21st century. The
contractor shall provide all qualified personnel and computer support
staff including a quality control manager and will ensure that minimum
administrative burden is placed upon the Peace Corps. The Peace Corps
was established 38 years ago to promote international peace and
friendship. There are presently 7,000 Peace Corps volunteers serving in
over 80 foreign countries who are supported by approximately 800 Peace
Corps employees. In addition to its headquarters location at 1111 20th
Street, NW in Washington DC, Peace Corps has offices in 11 US cities
and at post locations in over 80 countries worldwide. The Peace Corps
maintains active databases in-house for 100,000 returned Peace Corps
volunteers and over 150,000 annual leads of prospective individuals
interested in Peace Corps volunteer service. Thus, the annual
recruitment drive for new volunteers, on-going support for current
Peace Corps volunteers and frequent communication with returned
volunteers and supporters are at the heart of Peace Corps' distribution
and direct mailing operations. All of the 10 major offices
(departments) at Peace Corps HQ may require the use of warehousing,
fulfillment and mailing services in varying degrees and times during
the fiscal year. The Peace Corps' unique mandate requires frequent and
timely access to, and/or delivery of, its inventory of materials. The
contractor shall provide a storage facility of a maximum 5,000 square
footage for Peace Corps' complete inventory of materials. The
contractor must be able to demonstrate its ability to meet Peace Corps'
requirements for access to and/or delivery of its materials in a timely
fashion, regardless of the contractor's geographic location. The
contractor must have a proven track record of success demonstrating
excellent customer service and overall project success including
meeting deadlines under pressure. The contractor must have the
capability to handle international mailings via international air,
APO/FPO military mail, and the Department of State's diplomatic pouch
mail service. The contractor shall be capable of delivering the
following supplies/services including, but not limited to: warehouse
inventory storage facilities, computerized ordering, confirmation and
reporting; real time on-line inventory system accessible to Peace Corps
employees; direct mailing preparation, kit assembly, and distribution;
mailing list maintenance and data base downloading; reprinting and
receiving of standard forms; various reporting mechanisms including
monthly invoices for individual offices including labor and postal
costs; and daily pick-ups and deliveries. Those who responded to the
