U.S. Department of Energy Oakland Operations Office released a Request
for Proposals (RFP) for the Separations Process Research Unit (SPRU)
Clean-Up Project, Phase 1 (Characterization) on April 23, 1999. The
SPRU Clean-Up Project will be accomplished in three phases: Phase 1,
characterization, consists of identifying the specific nature and
extent of contamination of the SPRU facilities and of the surrounding
environmental media; conducting a RCRA Facility Investigation for the
Solid Waste Management Units and Areas of Concerns attributed to
activities conducted at the SPRU, evaluating characterization
alternatives/technologies; estimating the occupational and public
health and safety impacts that will be encountered during conduct of
characterization activities; characterizing and disposing of waste
generated as a result of Phase I activities; and the implementation of
interim corrective measures. Phase 2 consists of decontamination and
dismantlement, waste disposal, conduct of a corrective measures study,
and implementation of corrective measures of SPRU areas requiring
further RCRA corrective action. Phase 3 consists of confirmatory and
final site surveys. This RFP is for Phase 1 only. The Department has
made the determination that the Phase 1 successful offeror is not
restricted from competing for Phase 2. The RFP may be accessed via the
internet at http://oak.doe.gov. Those companies experiencing
difficulties accessing the RFP via the internet may request a copy of
the RFP and associated documents on a CD-ROM. To obtain a disk, submit
a written request along with a self addressed CD-ROM mailer with
sufficient postage to Robert Kong, U.S. Department of Energy, Oakland
Operations Office, 1301 Clay Street, Room 700N, Oakland, CA 94612-5208.
The Department does not intend to release amendments to the RFP on
CD-ROMs. Therefore, it is incumbent upon prospective offerors to
periodically review the above web site. No preproposal conference is
contemplated. Please submit all preproposal questions by May 21, 1999
