This is a Modification to update the following information to the Commerce Business Daily issue of April 2, 1999 PSA #2316 (SYN# 0294 19990402 Z-0042.SOL): Posted 03/30/99 (I-SN342199). (0089). The Request for Proposal closing date is extended to June 25, 1999 at 2:00 p.m. Up to three (3) Best Value contractors may be selected for the award of either the seed project or the award on one of the up to two other contracts. Selection criteria stated above for all contracts awarded will be the same criteria as the first selection. Separate contracts will be awarded to the responsible offerors whose proposals, conforming to this RFP (Request for Proposal), are considered to be the most advantageous to the Government as a result of the Best Value evaluation, price and other factors considered. All evaluation factors other than price, when combined are approximately equal to price. The firm offering the proposal considered most advantageous to the government will receive the seed project, price and other factors considered. In addition to pricing, award will be based on technical evaluation such as Relevant Past Performance, Management Approach, Technical Experience, Experience, Expertise and Qualification and Phasing, Commitment to Small Business Concerns. The factors set forth are of equal importance. The seed project will contain 8 options listed as follows: (1) Furnish and install cathodic protection and pile coating at Pier 8, (2) Electrical upgrades at Pier 8, including fifth receptacle, new substations, utility hoods, conduit, wire, and all incidentals, (3) Replace water and sewer lines; provide electric heat and demolish steam, fuel oil and diesel oil lines at Pier 8, (4) Replace water and sewer lines; provide electric heat tracing and demolish steam line at Pier 10, (5) Provide electrical outlet isolation at Pier 10, (6) Bid for Option 6 shall be the total price for providing all work to provide electrical outlet isolation at Pier 31, complete in accordance with the drawings and specification, (7) Bid forOption 7 shall be the total price for providing all work to replace steam piping (without pressure reducing stations or condensate return lines) and to furnish and install one (1) new steam meter at drydock only at Pier 15, complete in accordance with the drawings and specification, (8) Bid for Option 8 shall be the total price for providing all work to clean and jacket piles at Pier 15, complete in accordance with the drawings and specification, (9) Bid for Option 9 shall be the total price for providing all work to replace water and sewer lines and provide electric heat tracing at Pier 15, complete in accordance with the drawings and specification. The funding availability including the options is $9,600,000.00. The Government reserves the right to award one contract covering only the initial or seed project identified in the RFP.
