SPAWARSYSCEN, Charleston is soliciting information from potential sources able to provide follow-on voice and data services from the CONUS Gateway to the Unattended Satellite Earth Station (USES) at McMurdo Station, Antarctica. McMurdo Station, Antarctica, communicates to CONUS through a government owned satellite earth station over leased satellite services. The current terrestrial gateway is the USEI Earth Station Facility, Brewster, Washington. From the gateway, connections are made to the public switched telephone network (PSTN) and also to NASA Ames Research Center, Sunnyvale, CA. The Ames Research Center provides Telemedicine Internet service & other dedicated digital circuits to McMurdo Station. The USES is an 11 meter C band satellite terminal and currently operates on the satellite global beam edge of INTELSAT 702. The terminal also receives the Armed Forces Radio and Television System (AFRTS) Services. The contractor's primary duties will be to (1) provide 24 hr/7day continuous monitoringof all network equipment and links; (2)conduct on-site maintenance and troubleshooting for GFE located at the CONUS Teleport, and AMES Research Center; (3) provide troubleshooting support via telephone to contractor personnel at McMurdo Station; (4) make configuration changes to the network, (5) provide CONUS gateway services for the space segment signal, (6) perform all necessary coordination and interface functions with the satellite provider to establish and maintain a reliable satellite link with McMurdo Station. SPACE SEGMENT OPTION: The government may choose to lease the Space Segment for the duration of the contract, or to have the contractor provide it through an option in the contract. The satellite link currently uses INTELSAT International Business Services (IBS) 1/2 coded T-1. Follow-on capacity shall be T-1 data rate. The contract will also contain an option for additional space segment capacity for up to 3 additional T-1's. This notice is for planning purposes only.
