B -- BORDER COORDINATION STUDY SOL CS-H-99-00574 DUE 051499 POC Elizabeth Heitz, Contracting Officer (202)927-2583 B- The Office of Planning, U.S. Customs Service, plans to conduct a study of the effectiveness of coordination between the U.S. Customs Service and the Immigration and Naturalization Service resulting from Border Coordination Initiative. To conduct this study we are requesting assistance from an educational organization, a University to perform the following tasks: 1. Provide a qualified student enrolled in their Industrial/Organizational graduate program who has successfully completed at least one year of their doctoral program. The student shall have experience in questionnaire design and administration, data entry, statistical analysis, and report writing. In addition, it would be desirable of the designated student had demonstrated experience in conducting Focus group interviews. 2. Act as the reception point for questionnaires mailed by up to 10,000 Customs and INS personnel. 3. Enter the responses from the questionnaires into a standardized data. Review the data base for inappropriate and inconsistent responses. When such are identified, perform corrective actions. 4. Upon completion of the data base, perform a series of standard statistical analyses to include, frequency counts, averages, cross tabulations and group analyses. 5. Summarize the results of the statistical analysis in a report form. 6. (Optional) Upon the request of the Customs Service, conduct field trips to selected ports along the Southwest border to conduct a series of Focus group interviews with the study population of Customs & INS personnel. 7. Summarize the results of the Focus group interview in a written format. 8. Provide the US Customs Service with the data base of the questionnaire responses. The period of performance is approximately five months.
