source through Simplified Acquisition procedures from Transportation
Technology Center, Inc., to provide technical support for specialized
engineering services for the Volpe Center to support the Federal
Highway Administration s (FHWA) Intelligent Transportation System/Joint
Program Office (ITS/JPO) Highway Rail Intersection (HRI) ITS/HRI
Technology Testing. Support will be provided for the Volpe Center in
two areas: assistance in the installation of ITS/HRI presence and/or
vehicle detection systems and to provide test and analysis support. The
contractor will be required to provide qualified personnel with
specialized experience, which includes experience in planning,
instrumenting, and conducting tests of new technologies related to
ITS/HRI r ailroad signal systems, track structures and rail and highway
vehicles. The contractor shall provide the personnel, services,
materials, facilities and equipment to perform the work required. The
tasks that are to be performed by the contractor are the following: the
contractor will be responsible for providing a draft technical approach
to ITS/HRI testing, to assist vendors in installing up to six selected
systems at the test site and to provide the appropriate railroad and
signal systems engineering and instrumentation expertise in designing
and conducting tests for evaluating the HRI/ITS technologies. Small
Business firms classified under SIC Code 8734 that are interested in
proposing on this requirement must respond in writing no later than 15
days from the date of this publication that they have the authority to
operate at the Transportation Technology Center and have the
specialized experience listed above. Small Businesses will be required
to submit a maximum of 5 pages, but, not less than 3 pages of
documentation in support of the above for evaluation prior to receiving
