The Naval Surface Warfare Center, Dahlgren Division has a requirement
for technical, systems engineering, test and analysis, and logistic
support for weapons and munitions support to include guns, munitions,
and missiles, primarily PHALANX, Naval Surface Fire Support (NSFS),
Advanced Amphibious Assault Vehicle (AAAV), Close-In Weapon Systems
(CIWS), and STANDARD Missile programs. Technical support will require
extensive knowledge/experience in Navy/Joint systems and programs in
the areas of engineering, warfare and systems analysis, specific
weapons systems, performance assessments, program management, program
documentation, and program defense and justification. Systems
engineering support will require the providing of detailed gun and
weapon engineering studies and the development of plans and related
documentation for Navy and/or Joint programs/systems. These studies and
plans may include, but not be limited to weapons and system
requirements, threats, system architectures, systems engineering,
system/component selection/tradeoffs, potential new systems and
technologies, test and evaluation, program management/acquisition,
system interface/interoperability, and tradeoffs in performance, costs,
operation and design. Test and analysis support will be for Navy and/or
Joint weapons systems development, gun and munitions systems
development, and advanced technology development. These systems may
include, but not be limited to NSFS, PHALANX CIWS, advanced close-in
weapon systems, STANDARD Missile, and joint programs support such as
AAAV. Logistic support for weapons systems including preparation of
program documentation and training support for FMS customers. Due to
the need to provide systems engineering and technical direction,
prepare specifications or work statements, and obtain access to
proprietary information, the solicitation will require an
organizational conflict of interest notification. Approximately 117,000
hours of support will be required in each of the five performance years
from Program Management (2K), Senior Engineer, Engineer(42K), Senior
Engineering Technician(18K), Engineering Technician(15K), Technical
Writer/Editor(10K), and Engineering Assistant (7.5K), and Word
Processor (7.5K) categories (Total 117K hours). A SECRET facility
clearance will be required. Travel required during contract performance
may include Wallops Island, VA; Bath, ME; Pascagoula, MS; Norfolk, VA;
Alamorgordo, NM; Sicorro, NM; Tucson, AZ; Louisville, KY; Picatinny
Arsenal, NJ; Aberdeen, MD; Pt. Hueneme, CA; Burlington, VT; San Diego,
CA; Minneapolis, MN; UK; Israel, Greece, Canada, Japan, Portugal, and
Italy. Specific Government requirements will be specified in task
orders to be issued under the anticipated indefinite
delivery/indefinite quantity type contract that will contain a
cost-plus-fixed-fee (term and completion) pricing arrangement. The
resultant contract will be awarded on a best value basis, which will
include oral presentations. This is a 100% small-business set-aside.
The SIC code for this requirement is 8711, the size standard for which
