863-8252 The Bureau of Indian Affairs, Navajo Area Office, Gallup, New
Mexico intends to award an Architect-Engineer Indefinite
Delivery/Indefinite Quantity contract for Services of a Professional
Engineer. This prospectively Firm Fixed Price contract will consist of
delivery orders requiring various Services of a Professional Engineer
to provide Professional Certification as to the completion of
corrective actions performed in response to the Environmental
Protection Agency at various locations on the Navajo Indian Reservation
in Arizona, New Mexico and Utah. This acquisition is set aside for 51%
Indian-owned and controlled firms under the Buy Indian Act, 25 USC 47.
Joint Ventures are not acceptable, and Indian entities will be required
to have business offices within 600 miles of Gallup, New Mexico.
Specific statement of work and services required will be issued with
each delivery order. Work subject to negotiation under each delivery
order shall not exceed $20,000, with a total for each one year period
not to exceed $50,000.00. Selection evaluation criteria in descending
order of importance will include: (A) Descriptions of various projects
the bidder has performed. Individual projects will receive higher
consideration than corporate projects. Factors to be considered in the
selection of the finalist under this contract advertisement are
specialized experience in a full range of environmental construction or
corrective/remedial action services, including projects under the
Resource Conservation Recovery Act, Spill Prevention Control and
Countermeasures, Oil Pollution Act, Asbestos Hazards Emergency Response
Act, comprehensive Environmental Response Compensation Liability Act,
USTs, ASTs, tank farms, Lead Paint discovery and abatement, mercury
cleanups, corrective/remedial designs or actions under other statues.
Removals, disposal operations and closure operations under
environmental laws are also considered. (B) Experience or projects
relevant to educational entities or facilities. (C) Past Performance:
Past performance ratings on government contracts and private industry
as to cost control, quality of work and compliance with schedules. (D)
Accessibility of Contract: Project office must be convenient to
Gallup, New Mexico office must be manned during the core hours 0800 --
1700, Monday through Friday. Contact means, i.e. phone, mobile, FAX,
etc., must be explicit. Firms meeting the requirement described in the
announcement and desiring consideration are invited to submit a
completed Standard Form 254, Architect-Engineer and Related Services
Questionnaire and Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Projects to the address shown
above, James Harjo. The SF-254s and SF-255s must be received in the
office shown above no later than 4:00 P.M. local time on May 21, 1999.
The most highly qualified firms will be issued a Request for Proposal
(RFP) and be requested to submit a technical and cost proposal and a
health and safety plan. Award of a contract is anticipated in May or
