NASA Ames Research Center plans to issue a Request for Quotation (RFQ) for one (1) MEDUSA/GT GTES1, an integrated physical, chemical, and biological sampling/measurement system. This battery-operated instrument will be utilized to measure and record diffuse deep sea floor effluent flow, effluent temperature, seawater temperature and to collect gas tight liquid samples for later analysis. The system will be deployed at depths of up to 6000 meters for periods in excess of one year. The instrument is being procured for a deployment in September of 1999 and will collect data for a minimum of 365 days. This procurement will include both the purchases of the instrument and technical support during the deployment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Ames Research Center intends to purchase the item from Earth-Ocean Systems, 461 High Street, Dry Drayton, Cambridge CB3 8BS, United Kingdom. This sole source is made pursuant to FAR Part 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
