66 -- INSTRUMENTS & LABORATORY EQUIPMENT SOL RFQ-NCI-90093 DUE 051199 POC Cynthia Brown, Purchasing Agent, 301-402-4509, Todd Cole, Contracting Officer The National Cancer Institute (NCI), Division of Urology plans to procure an Imaging System in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation incorporates and all applicable provisions and clauses in effect through FAR FAC 97-11. This solicitation is set aside for small business concerns, and the Standard Industrial Classification Code is 3827 with a business size standard of 500. The Imaging System will be paired with a fluorescence microscope to be used for the study of genomic rearrangements in tumor cells. The Imaging System will be used to analyze urologic tumors and tumor-derived cell lines by Fluorescent In Situ Hybridization (FISH) and immunofluorescence. The Imaging System will also be required for use with brightfield microscopy to provide analysis and documentation for tumor histology and cell morphology. Thesework efforts shall require that the software resident on the computer, used as a part of this system, be capable of image acquisition and analysis from the microscope images, and have the ability to directly control microscope functions. The Imaging System shall also support the acquisition of color images from brightfield slides for the documentation of histology and immunohistochemistry as well as fluorescence. The Imaging System shall include the following features, specifications, and performance characteristics: 1) The Imaging System shall provide for 6.7 micron square pixels (1300 x 1030) or greater ; 2) The Imaging System shall deliver a read-out speed of 5 megahertz or greater; 3) Cooling to -10 degrees centigrade, or better, shall be included for the Imaging System; 4) Shall include 12 bit (4096 grey level) resolution, at a minimum, as a part of the Imaging System; 5) Current Power Macintoshes are in use. The Imaging Systems shall be PCI compatible and capable of correct and complete operation with these Macintoshes; 6) The Imaging System shall include laboratory software to create a full integrated system and it shall fully support, and correctly operate with, IP Lab Spectrum Software for the Macintosh, the system shall include two(2) copies of IP Lab Spectrum User for Mac and two(2) copies for Windows; 7) Imaging System shall be integrated to include a digital camera and function correctly with an RGB (Red-Green-Blue) liquid crystal filter to produce 24 bit color images at a minimum; 8) A specific and NCI/Urologic Oncologic Branch directed systems integration shall be required to include the necessary user applications; 9) Includes installation by Contractor personnel including materials, parts, components, labor, and testing of system functionality; 10) System calibration and verification, with printed copies of testing documents and results shall be included; 11) Hands-on training including a training/technical manual. ( Shall include three training sessions for all NCI personnel necessary and training shall be conducted at the NIH installation site. These sessions shall include a minimum of four hours time each); 12) The successful Contractor shall remain available for technical support for the Imaging System via telephone, on-site presence, or other convenient electronic means. This support shall remain in effect for the period of one(1) year after installation with annual renewal options for the life-cycle of this commercially available system, and therefore throughout the period of use by the NCI's Urologic Oncologic Branch. Offerors must provide descriptive literature, warranties, and/or other materials in sufficient detail to demonstrate that their offer meets the foregoing requirements. The literature furnished must also show the item to which the requirements herein pertain. The purchase order will be awarded to the responsible offeror with the lowest-priced offer that fully meets the requirements of this solicitation. This solicitation incorporates the NCI Representations, Certifications, and Other Statements of Offerors or Quotes (Simplified Acquisitions). The award document will incorporate the requirements to the clause at FAR 52.213-4, Terms and Conditions -- Simplified Acquisitions. Offers must be submitted on an SF-18 or SF-1449 that is signed by an authorized representative of the offeror and include a complete "Schedule of Offered Supplies/Services." The offer should include a fixed price for all equipment, delivery, installation, training, and other applicable charges. In addition to the aforementioned descriptive literature, offers must also be accompanied by a completed and signed copy of NCI Representations, Certifications, and Other Statements of Offerors or Quoters (Simplified Acquisitions).
