PUBLISHED IN THE CBD ON APRIL 9, 1999, IS HEREBY MODIFIED TO READ AS
FOLLOWS: This action is restricted to manufactured products of Huber
Diffraktionstechnick to maintain compatibility and interchangeability
of all components in existing systems in the National Institute of
Standards and Technology (NIST) Center for Neutron Research . NIST
intends to negotiate for the following components: (a) X-Y stage, load
capacity of 50 kg, table 100 mm x 100 mm, part number 5102.1, quantity
3 each; (b) Chi-circle segment providing one axis of rotation, radius
of 84, load capacity of 100 kg, part number 5202.4, quantity 1 each;
(c) goniometer head 20 degrees, table dimensions 250 mm x 250 mm, X-Y
15 mm, load capacity of 200 kg, part number 5204.2, quantity 3 each;
(d) horizontal single axis (Omega) goniometer direct reading to 0.01
degrees, diameter 138 mm, load capacity of 150 kg, part number 410,
quantity 1 each; (e) horizontal single axis goniometer 420 direct
reading to 0.01 degrees, diameter 290 mm, load capacity of 320 kg, part
number 420, quantity 1 each; and (f) horizontal single axis goniometer
480 providing single axis of 420 goniometer with axial load capacity
of 1500 kg, diameter 800 mm, part number 480, quantity 6 each.
Commercial warranty shall be included in the quoted price. Delivery is
FOB Destination, Gaithersburg, MD, and is required 45 days after
contract award. This is a combined synopsis/solicitation for brand name
only commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. FAR clauses and
provisions referenced in this solicitation may be downloaded from
Internet site http://www.arnet.gov/far. This announcement constitutes
the only solicitation. Quotations are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB960067 and is being issued as a Request for Quotations (RFQ). The
solicitation document and incorporated provisions are those in effect
through Federal Acquisition Circular 97-10. This action is
unrestricted. The Standard Industrial Classification (SIC) code is
5049. The small business size standard is 500 employees. The provision
at FAR 52.212-1, Instructions to Offerors -- Commercial Items, is
applicable to this acquisition. The provision at 52.212-2, Evaluation
-- Commercial Items applies to this acquisition. The Government will
award a fixed price purchase order resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered. The following factors will be used to evaluate offers: (1)
Technical Capability, (2) Past Performance, and (3) Price. Factors 1
and 2, when combined, are significantly more important than price. All
responsible sources may submit a quote which shall be considered by
the Government. All offerors shall submit the following with their
quote: (1) technical description and/or product literature; (2) a
published price list/catalog or a list of three contracts completed
during the past three years for identical items with the following
information: name of contracting activity, contract number, total
contract value, contracting officer, and telephone number; and (3) a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items (available at the Internet site
www.nist.gov/admin/od/contract/contract.htm). The following FAR
clauses apply to this acquisition: 52.212-4, Contract Terms and
Conditions -- Commercial Items; and 52.212-5(a) -- Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
