TRADOC Contracting Activity (TCA) will be issuing a DRAFT solicitation on or about 26 Apr 99 for an A-76 Commercial Activity Study for Public Works and Logistics functions at Carlisle Barracks, PA. This office welcomes industry comments/questions pertaining to any portion of the solicitation; with particular emphasis on Sections L & M and the Performance Work Statement. Please respond by 26 May 99. Pertinent responses to this draft solicitation will be used to IMPROVE similar TRADOC A-76 DOL/DPW projects. A final solicitation will be issued in approximately 60 days. The Carlisle Barracks requirement's solicit the contractor to perform services relating to the maintenance of Buildings and Structures, Family Housing, Utility Systems, HVAC Systems, Surface Area Maintenance as well as providing for Grounds Maintenance, Pest Control, Installation Transportation Services, Base Supply, Snow Removal, and Material Maintenance. The Performance Period is for one year with 4 one-year options. The applicable SIC Code is 8744 with a Size Standard of $20M. This procurement will be solicited as a 100% Small Business set-aside under a cost-plus-award-fee arrangement. A formal source selection procedure will be used during the evaluation process, utilizing a 2-phase (down-select) procedure. Oral presentations will be part of the second phase.
