part of the Department of Energy's (DOE) Biomass Power Program and is
managed jointly by DOE, the National Renewable Energy Laboratory
(NREL), and Sandia National Laboratories (SNL). The Federal Government
has sponsored research into alternate fuels (Biofuels)and their
commercial viability for power generation. The objective of the Small
Modular Biopower (SMB) Project is to bring a variety of small power
systems to the point of being market ready. These systems, in addition
to being small and modular, will have the following attributes: they
are fuel-flexible, efficient, and simple to operate; their operation
has minimum negative impacts on the environment; and they provide power
in the range of electrical generation sizes of 5 kW to 5 MW for
domestic and international markets. Small modular systems with
standardized designs and components which are produced, assembled, and
packaged at the factory in easily-transported units are expected to
have cost advantages in many markets. The modularity of the systems,
their minimal field engineering requirements, and the simplicity of
connections at customer sites will be a great advantage. This Phase
(Phase) 2 is the second of a three-step (Phase) process to accomplish
the overall project objective. The objective is to develop and test the
performance of a prototype small-scale Biopower system, to complete a
detailed business plan including feed stock resource assessment, and to
extablish strategic partnerships with distribution/service entities. A
MINIMUM OFFEROR COST SHARE OF 50% IS REQUIRED. Specific objectives of
this effort are as follows. 1. completing a detailed design of the
proposed system; 2. fabricating a prototype SMB system; the prototype
systems many or may not be full scale but must be of sufficient size to
fully demonstrate scale-up issues. 3. testing and evaluating the
performance of the prototype SMB system; 4. completing a detailed
business plan including feedstock resource assessment; 5. establishing
strategic partnerships with distributuion/service entities.
Qualifications: In accordance with Section 2306 of Public Law 102-486,
the offerors of a successful proposal will be eligible for
consideration if such participation would be in the best interest of
the United States, as evidenced by: 6. Investments in the United States
in research, development, and manufacturing (including for example, the
manufacture of major components or subassemblies in the Unite States).
7. significant contributions to employment in the United States; and
8. an agreement to promote; the manufacture, within the United states,
of products resulting from technology under this program;
competitiveness of United States industry; and to procure parts and
materials from competitive suppliers of any technology arising from
assistance provided under this section. and either 9. each offeror is
a United States owned company or entity; or 10. each offeror is
incorporated in the Unitel States and has a parent company which is
incorporated in the United States and has a parent company which is
incorporated in a country which affords to United States owned
companies or entitles; opportunities comparable to those afforded to
any other company or entity; adequate and effective protection for the
intellectual property rights of the United States owned companies or
entities. Organizations that respond to the RFP will have the following

and publications in this area); and 2) established success in similar
