Government intends to award an Indefinite Delivery/Indefinite Quantity
contract with one base year and four option years. Type pricing
arrangement is firm, fixed price. This requirement is for removal and
disposal of asbestos and lead from Lackland AFB, including activities
associated with the Lackland Training Annex, Medina Anex, and
additional areas gained through re-alignment. The contractor will be
required to furnish all labor, tools and materials necessary to remove
and dispose of lead and/or asbestos waste to the disposal site, as
required. The removal and disposal shall include, but are not limited
to doors, door frames, stairways and hallways, floors, air conditioning
systems (including air handlers), duct systems, piping systems, walls
(interior and exterior), exterior siding, contaminated soil under and
around buildings and fire brick in boilers. This work will be
accomplished in accordance with the requirements of Department of
Housing and Urban Development (HUD) guidelines, Environmental
Protection Agency (EPA), Occupational Safety and Health Administration
(OSHA), Texas Natural Resource Conservation Commission (TNRCC), and
Texas Department of Health (TDH). The scope of work also includes, but
is not limited to, accomplishing the complete management of asbestos
and lead-based paint analytical/testing, air/bulk asbestos and
lead-based paint sampling, air monitoring (including baseline/clearance
sampling). SIC is 1799. Size standard is $7.0 million average annual
revenue for the previous three years. CBD note number 26 applies.
Estimated Construction Price Range is between $1,000,000 and
$5,000,000. Project guaranteed mimimum is $5,000 for the basic year
only. There will be no guaranteed minimum for option years. Funds will
be obligated on individual delivery orders. Solicitation will be
issued on a 8(a) basis. All interested 8(a) qualified sources may
submit a bid that will be considered by the agency. All solicitation
documents to include the initial solicitation, all amendments,
clarification letters, and other applicable documents will be issued
electronically on the internet only. Hard copies of solicitation will
