intent of this solicitation to obtain Base Operating Support Services
for almost all naval activities on the Naval Air Station, Lemoore,
California. In response to the announced study of approximately 477
positions, (does not include approximately 61 NAF FTEs and 30
contractor FTEs), by the Chief of Naval Operations in January 1998,
this action will comply with procedures prescribed in Office of
Management and Budget Circular A-76, the "Commercial Activities"
program to determine if performance by contract or government is more
advantageous. Services involved are anticipated to include but are not
limited to airfield ground support operations including fuel depot,
aircraft fuel service, fire fighting school; community support
functions of shelter and subsistence, Morale, Welfare and Recreation
(MWR), and family service center activities; facility management
functions of buildings and partial grounds maintenance, operations and
maintenance of all bachelor quarters, minor and special project level
construction and repair services, water system and related utilities
infrastructure maintenance and operations, transportation services
(contractor provided and maintained A-O vehicles and Government
provided contractor maintained P-Z vehicles) including bus services,
heavy equipment operation, motor pool, and utility. The expected term
of the contract consists of a three month phase in, an initial one year
award and four one year options. The contract type will be a
combination Fixed Price/Indefinite Quantity with Award Fee provisions.
In accordance with FAR 15.1, Engineering Field Activity West
determined that it is in the Navy's and industry's best interest to
streamline the acquisition process by utilizing a Three-Step source
selection process. Step I consists of a written proposal addressing
past performance, capabilities of both the company as a whole and
individual personnel designated as "key personnel", financial
management and the extent of past participation in the Small Business
Programs. Step II is submission of a written proposal addressing
Technical and Management Approach and a written price proposal and oral
presentations on the technical and management aspects of the offeror's
company. Step III is the evaluation of the technical and price
proposal. Moreover, to affect efficient competition, it is
NAVFACENGCOM's intent to limit the number of offerors proceeding to
Step II of the selection process to a maximum of three offerors. A
preproposal conference and site visit will be offered in both Steps I
and II of the procurement process. A period of 120 days will be allowed
for submittal of Step II proposals which will allow for additional site
visits if required. All potential offerors are reminded, in accordance
with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR
1998), lack of registration in the CCR database will make an offeror
ineligible for award. The Standard Industrial Code is 8744. In
accordance with FAR 5.102(a)(7) availability of the solicitationwill be
limited to the electronic medium; solicitation will be available for
download free of charge via the Internet World Wide Web at
http://ca.lemoore.navy.mil. -- Hard copies (paper sets) or CD-ROM of
solicitation will not be provided by the Government. -- The official
plan holders list will be maintained on and can be printed from the
website. -- All prospective offerors and plan rooms are encouraged to
register as plan holders on the website. -- Plan holders lists will not
be faxed and will only be available from the website. -- Registering
offerors and plan rooms must provide a complete name, complete mailing
address and area code and phone number, offeror type (prime
contractor, sub contractor, supplier or plan room), email address and
size (large business, small business, small disadvantaged business,
woman owned small business or other). -- Notification of any changes
(amendments) to the solicitation will be made only on the Internet. --
It will be the contractor's responsibility to check the website for
any posted changes.-The RFP will be available on the Internet on or
about 30 April 1999 with a receipt date for Step I proposals
