The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2B) intends to negotiate on a sole source basis with IES Electronics Industries USA, Inc., 8250 East Park Meadows Drive, Suite 110, Littleton, CO 80124 for a five-year (base year and 4 Options) extension of its present Warranty and Maintenance Agreement to support the 14 existing IES RANGE 2000 T4 Four-Lane System Simulators. The IES extended Warranty and Maintenance Agreement includes: 1) Complete 24x7 IES Hot Line Service for technical, training, and maintenance support, 2) Remote On-line (via modem) IES Maintenance Support 3) Complete Parts and Labor (Depot Repair) IES repair services, 4) IES software Updates/Upgrades, 5) Exclusive IES X/Y Hit Detection board (Depot Repair) upgrade, 6) Discounted IES add-on Software (10% off list price) and Discounted IES Hardware upgrades (25% off list price), 7) Exclusive IES 95% Uptime Guarantee (A back-up system will be provided within 72 hours of reporting either a system-fatal problem or whenever a Depot repair will be necessary), and 8) IES simulator refresher training courses and IES video editing refresher courses. The supplies and services to be provided are proprietary, and specifications, plans and drawings are not available and cannot be furnished by the Government. The supplies and services to be provided are commercial within the meaning of FAR Part 12. IES Electronics Industries USA, Inc, is the only known source capable of providing the required supplies and services. This statutory authority for other than full and open competition is 10 USC 2304(c)(1) Only One Responsible Source and no other supplies or services will satisfy Agency requirements.
